II :#:6 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 5, 2013 SUBJECT: ENGINEERING DESIGN SEVICES CONTRACT—WWTP FILTER REPLACEMENT PROJECT RECOMMENDATION: City Council consider approving an Engineering Design Services Contract with CDM-Smith in an amount of $156,825 for the Waste Water Treatment Plant Filter Replacement Project, authorize staff to execute said contract, and take any necessary action. FUNDING SOURCE: Funds are available in account 200-48945-534-8-00028 in the amount of $156,825 and programmed in t ity Funds— Capital Projects. BACKGROUND: The Travelling Bridge Sand Filters in both Trains 2 and 3 have exceeded their useful lives and are in need of complete replacement to continue to meet our effluent permit limits.The engineering services provided under this contract will address the design of replacement filters utilizing much newer technology which will serve us for many years to come. The cost to repair or retrofit the existing filters with its outdated technology is in the same range as the cost for the newer technology. This new technology will provide the City with improved effluent results and will provide us the ability to meet future more restrictive permit requirements. Staff recommends approval. WATER ENVIPONMENT TRANSPORTATION+'ENERGY:EACIMES L..ENA #:6 City of Grapevine Filter Peach Street Wastewater Treatment Plant Scope for Design, Bid and Construction Phase Services Background The Peach Street Wastewater Treatment Plant(Plant) utilizes travelling bridge filtration systems as tertiary treatment for secondary clarifier effluent.The existing travelling bridge filters are in poor condition and require frequent maintenance.As part of a previous study,alternatives for resolving the maintenance issues were evaluated and replacing the existing filters with new filters utilizing cloth media was recommended.Based on the recommendation,the design phase will include providing a new cloth filtration system. Scope of Services The project consists of design and bid phase services for replacement of the existing travelling bridge filters with new cloth filters installed in the existing chlorine contact basin. The following paragraphs present the detailed engineering services scope of work and associated fee for the Filter Improvements at Peach Street Wastewater Treatment Plant. Project Scope of Work Task 1 -Design Phase • Duration:Three Months • Deliverables: 75%Review Documents Construction Cost Estimate Final Documents for Bidding ENGINEER will develop Construction Documents (plans and specifications) for the purposes of bidding the project.The following items are included in the project. Piping modifications to bypass flow around existing travelling bridge filters. Structural inspection of the existing chlorine contact basin. New packaged cloth filtration system to be installed in existing chlorine contact basin. Modifications to chlorine contact basin influent box including addition of gates/valves for isolation. ® Modifications to chlorine contact basin for installation of new filtration system. ® Modifications to chlorine contact basin sump for draining of water accumulated in the tank due to rain. Addition of stairs and platform to access the new cloth filtration system. Addition of drain piping for draining filter back wash. ® Repairs to sidewalks damaged during piping modifications. Electrical modifications to provide power to the new packaged filtration system. ® Modifications to SCADA system to include monitoring of the new filtration system. The following tasks will be included in Task 1: Pagel . .._ ........ L..ENA #:6 Task 1.1 -Develop Plans ENGINEER will develop and prepare drawings for use in bidding and constructing the work. The drawings will include the following engineering disciplines: & Process/Mechanical ■ CiviI ■ Structural ■ Electrical ■ Instrumentation and Control ENGINEER will provide five sets of review drawings to the Client at the 75%complete stage,and will conduct review meetings with City staff. ENGINEER will perform internal technical and QA/QC reviews.All appropriate comments will be incorporated prior to printing the final documents. Task 1.2 -Prepare Specifications ENGINEER will prepare contract documents (specifications)for use in bidding and constructing the work.Documents will include General and Special Conditions,Bid Proposal Forms,Instructions to Bidders,Performance Specifications for the Filtration System and all other sections generally considered to be necessary for solicitation of bids. Task 1.3 - Opinion of Probable Construction Cost ENGINEER will prepare an opinion of probable construction cost based on the 75%documents. Task 1.4-Project Management ENGINEER will perform project management related duties.Project management duties include coordinating project tasks,meetings with city staff and obtaining plant process and other information for use during the project,including progress reporting. It includes internal management and providing direction to the CDM Smith team on a regular basis,tracking project costs,the project budget and maintaining project records from project inception to final completion.Project management duties will also include: ■ Conduct in-house quality control and assurance reviews on all deliverables and coordinate City reviews. ■ Conduct up to one additional meeting with city staff,utilities management or other stakeholders during the course of the Final Design Phase,if called upon by the City. Task 2 -Bidding Phase • Duration:Bidding Services-Two Months • Deliverables: Addenda and Recommendation Letter During the Bidding Phase,the following tasks will be provided. Task 2.1 - Contract Documents for Bidding Process ENGINEER will reproduce and distribute contract documents to prospective bidders and vendors and maintain a log of distribution.ENGINEER will provide 10 sets of half-size drawings and specifications for distribution.Two full size sets of plans will also be provided. Task 2.2 -Pre-Bid Meeting Engineer will attend one pre-bid meeting with prospective bidders.The pre-bid meeting will include a conference at a location designated by the City and an on-site visit at the Plant. Task 2.3 - Clarifications to Prospective Bidders Page2 ........................... I L..ENA #:6 ENGINEER will provide clarifications and answer questions from prospective bidders during the bidding phase.If necessary,such clarifications will be included in addenda. Task 2.4—Bid Recommendation ENGINEER will attend bid opening,review bids,and assist with recommendations for contract awards. TASK - Construction Phase • Duration:Construction Phase—Eight Months • Deliverables: Construction Meeting Minutes Shop Drawing and Submittal Review Comments During the Construction Phase,the following tasks will be provided. Task 3.1 —Submittal Review ENGINEER will perform technical and functional review of all shop drawings and other submittals. ENGINEER will log-in,track,and distribute submittals to the various disciplines. Task 3.2 —RFI Review ENGINEER will respond to all RFIs,as necessary,submitted by the Contractor.ENGINEER will review and comment on all change order requests and initiate change order requests when appropriate. Task 3.3 —Site Visits and Meetings ENGINEER will attend monthly construction progress meeting with City and Contractor.An estimate of six construction meetings are included,with one or two persons from ENGINEER's project team attending. ENGINEER will make periodic visits to the project site to observe the progress and quality of the various aspects of the Contractor's work.ENGINEER will participate in substantial completion and final completion inspections.Up to 10 site visits are included. Task 3.4—Start-up ENGINEER will be on-site during equipment Start-up and witness field acceptance test.Up to 2 site visits are included. Method of Payment The method of payment for services rendered by the ENGINEER shall be on a man hour basis as outlined in Attachment"A",with a not-to-exceed of$156,825. The ENGINEER shall submit monthly invoices requesting payment based on man hours worked and expenses incurred.
