SUBJECT: APPROVAL OF THE PURCHASE OF A ROUGH TERRAIN
FORKLIFT FOR FLEET SERVICES
RECOMMENDATION:
City Council to consider approval of the purchase of an 8,000 Ib. Rough Terrain Forklift
from Equipment Support Services in the total amount of$49,464.
FUNDING SOURCE:
Funds for this service are budgeted in account 325-48860-108-08 Capital
Equipment/Machinery and Equipment/Fleet in the amount of $50,000.
BACKGROUND:
In accordance with purchasing policy, Staff solicited written quotations for this purchase.
House Bill 3506 raised the formal bid limit requirement from $25,000 to $50,000.
Effective September 1, 2007, formal bids and advertisements are not required for
purchases under $50,000.
This purchase is for a 2008 model 8,000 Ib. Rough Terrain Forklift for the Fleet Services
Division. This unit will replace a 1985 model that is 22 years old and has 2,500 hours. It
has exceeded the original cost in maintenance upkeep. The replacement unit meets the
City's replacement criteria in life cycle cost, time in service and special circumstances.
The Forklift was approved to be purchased by Council during the budget process for this
fiscal year. Attached is the Fleet Replacement Criteria Worksheet for review.
Request for quotations were sent to seven vendors with four vendors responding. The
specifications for the forklift listed a number of required specifications such as raised
height (22 ft.), load capacity (8,000 Ibs.), engine configuration (73hp or greater), fuel
type (Diesel) and other requirements considered to be minimum requirements to insure
safety, reliability and life expectancy. In addition, some storage heights at the Service
Center require these minimum specifications.
The lowest bid received was from Shoppas Material Handling. The next lowest bid was
from Stewart & Stevenson. Neither bid met the minimum specifications in mast height,
degrees of mast tilt or height and load control. The next lowest bid received was from

Equipment Support Services that did meet all of the required minimum specifications. A
copy of the bid tabulation is attached for review.
Due to the first two lowest bidders not meeting the minimum specifications, Staff
recommends that Equipment Support Services be awarded a purchase order for the
Forklift in the total amount of$49,464.
