HomeMy WebLinkAboutItem 04 - Pecan Tree Art ���� � MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�j� MEETING DATE: FEBRUARY 5, 2008 SUBJECT: BICENTENNIAL PECAN TREE ART PROGRAM RECOMMENDATION: Staff recommends the City Council approve a resolution authorizing the sale of certain art pieces created from the Bicentennial Pecan Tree in Parr Park that fell on May 2, 2007 in a windstorm. Attached are pictures of the art and the asking price. BACKGROUND: This item was discussed at the December 18, 2007 Council meeting and there was much discussion on what method/methods should be utilized to sell the art and who should be eligible to purchase the art. There were several good suggestions from the Council on how to go about selling the art. At the December 18th meeting, the Council was unanimous that Grapevine citizens should have the first opportunity to purchase the art. After evaluating the comments by the Council, staff recommends establishing a price for each piece of art. Staff will develop a flyer with pictures of the art and pricing. Flyers will be posted at City facilities and businesses in Grapevine. Pieces will also be displayed at City facilities and businesses such as banks and will be rotated for a few months. The remaining art will be displayed at the Visitor Information Center for Grapevine citizens to view and purchase. Staff recommends setting a cut-off date, perhaps one year, for which Grapevine residents and businesses can purchase the art. After the cut-off date, staff recommends opening up the sale of the art to people from outside of Grapevine. Staff consulted with the artist to establish a price for each piece of art. The artist informed staff that some pieces of art took very little time to produce and some pieces took quite a bit of time. Staff took this into consideration when establishing a price for each piece of art. If all the art is sold, including the pens, enough money will be made to pay for the art and have a little left to go to the urban forestry program. The Grapevine Sister City program has expressed an interest in purchasing several pieces to present as gifts to our sister cities. Staff has also received comments from Council Members on offering several pieces to the Grapevine Jubilee Committee to sell at their annual fundraiser on February 8th with the Committee keeping all profits over the price set on the art. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ALLOW FOR THE SALE OF ART PIECES CREATED FROM THE LOSS OF THE BICENTENNIAL PECAN TREE IN PARR PARK AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine recognized the Parr Park Bicentenniai Pecan Tree by Resolution No. 90-08 as a historic tree; and WHEREAS, that designation protected it from removal or damage caused by any construction, development, or redevelopment; and WHEREAS, the Parr Park Bicentennial Tree stood for nearly 200 years and was recognized by the International Arboriculture Association; and WHEREAS, the Parr Park Bicentennial Tree provided aesthetic beauty and passive enjoyment for park visitors; and WHEREAS, the Parr Park Bicentennial Tree witnessed the development of The City of Grapevine from incorporation until it fell to the earth May 2, 2007. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine authorizes the City Manager or his designee to have commissioned art pieces from this tree to be sold. Section 2. That this resolution shall take effect from and after the date of its passage.. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of February, 2008.
