HomeMy WebLinkAboutItem 08 - Surplus Property ����`� s<f MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �� MEETING DATE: FEBRUARY 5, 2008 SUBJECT: CONSIDER APPROVAL OF A RESOLUTION FOR THE DONATION OF LAPTOP COMPUTERS TO THE MINEOLA, TEXAS POLICE DEPARTMENT RECOMMENDATION: City Council to consider a resolution for the donation of 10 mobile laptop computers and associated hardware to the City of Mineola, Texas Police Department. Please see the attached letter from the City of Mineola regarding the proposed donation. BACKGROUND: The City of Grapevine Police and Fire Departments recently replaced 40 rugged laptop computers. The computers are no longer needed in the Department operations and the City Council authorized their replacement through budget approvals. On November 6, 2007, Council authorized donation of 14 of the laptops to Hopkins County. The City has recently received a request from the City of Mineola, Texas for a donation of 10 of the remaining 26 laptops. The laptop computers are a specialized rugged type that would not be readily used by other City departments. To be used by other departments, the computers would have to be re-configured at an additional cost to the City. The City of Mineola is trying to upgrade their communications system and need laptop computers as part of the system. Surplus computers would normally be sold at auction. Historically, technology equipment has sold for very little value at auction. During recent auctions in the summer of 2005 and spring of 2006, the City received an average of$40.00 per computer sold. Because of the low value of this type of equipment sold at auction, Staff believes the equipment would have more value in goodwill by granting the City of Mineola's request and donating the equipment to their program. Staff recommends approval of the request to donate the computers and associated hardware to the City of Mineola, Texas. Our department like many other smaller agencies is limited on resources and manpower thus relying on donations from outside agencies. Our depa.rtment is in need of ten laptop units to outfit our patrol vehicles. I am not sure of how many units are still available but any number would be greatly appreciated. The laptops would be used by the Mineola Police Department and its officers in the daily operations of performing our offtcial duties for the City of Mineola. If there is any additional information needed from th.is department to complete this process , please do not hesitate to contact me. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY SURPLUS AND/OR SALVAGE; PROVIDING FOR THE DONATION OF SAID PROPERTY TO THE CITY OF MINEOLA, TEXAS AND PROVIDING AN EFFECTIVE DATE WHEREAS, it has been determined that the City of Grapevine is in possession of surplus and/or salvage property; described as computer equipment; and WHEREAS, the computer equipment would be of use to the City of Mineola, Texas to be used to upgrade Mineola's communications system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2.
