III :# I"3 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 5, 2013 SUBJECT: CHANGE ORDERS 2, 3 & 4 - WWTP HEADWORKS PROJECT RECOMMENDATION: City Council consider ratifying Staff's approval of Change Order 2 in the amount of $2,796.40 and approving Change Orders 3 & 4 in the amounts of $17,341.33 and $16,688.18 respectively to the WWTP Headworks Project, authorize staff to execute said change orders, and take any necessary action. FUNDING SOURCE: Funds are available [in Account # 200-43370-534-0-000027, BACKGROUND: Change Order 2 addressed modifications to the location of the power supply panel for the grit system, the control panel for the bar screen and two motor operated valves. The modifications were needed to insure continued operation of the existing bar screen during the construction of the new bar screen. ($2,796.40) Change Order 3 addresses a hazardous material upcharge for the disposal of sludge removed from the old sludge digester that had been abandoned years ago. This digester is being removed as part of this project for the new facilities and removes old clutter in the plant that impacts efficiency of the plant's layout and operation. ($17,341.33) The sludge has been tested and contains elevated levels of contaminants that require it to be transported to a land fill authorized to receive this type of contaminated material at a higher trucking cost and disposal fee. Change Order 4 addresses an underground concrete tank that was discovered during the excavation for the new facilities. It is an old imhoff tank,which was used to process sludge for digestion that had been out of service and covered for many years.
