SUBJECT: APPROVAL OF THE PURCHASE OF AN HAMM VIBRATORY
DOUBLE DRUM ROLLER FOR THE STREET DIVISION
RECOMMENDATION:
City Council to consider approval of the purchase of a vibratory double roller from
Wirtgen/Continental Equipment Company in the total amount of $74,321.00
FUNDING SOURCE:
Funds for this equipment are budgeted in the Capital EquipmenUMachine
Purchase/Motor Vehicles account 325-48910-415-08 in the amount of $80,000.
BACKGROUND:
� This purchase will be made in accordance with an existing Interlocal Agreement with the
Houston-Galveston Area Council (HGAC) as allowed by Texas Local Government Code,
Section 271.102. The Interlocal Agreement will satisfy all bidding requirements under the
Local Government Code. The Houston-Galveston Area Council has an existing contract
with Wirtgen/Continental Equipment Company under contract number SM10-06.
This purchase is for a Hamm Vibratory Double Drum Roller for the Street Division. The
roller is replacing a 1988 Ferguson roller. The Ferguson roller has been out of service
and unusable for several months.
This new vibratory double drum roller was approved by Council to be replaced in this
fiscal year. This unit meets the current replacement criteria of time in service and life
cycle cost analysis. The fleet replacement criteria worksheet is attached for review.
The Houston-Galveston Area Council issued competitive bids for this unit and awarded
a contract to Wirtgen/Continental Equipment Company under contract number SM10-06.
The contract price for the roller is $86,018. Wirtgen/Continental Equipment Company
has agreed to allow an additional discount of $11,697 for a trade-in value of the
Ferguson roller and a rebate of all rental charges for the new roller while the old roller
was out of service.
