SUBJECT: MAIN STREET F1RE PROTECTION AWARD OF CONTRACT
RECOMMENDATION:
City Council consider awarding the contract for the construction of the Main Street Fire
Protection project to Firetrol Protection Systems Inc. in the amount of $ 1,087,993.00,
authorize staff to execute said contract, and take any necessary action.
FUNDING SOURCE:
Funds are currently available in the Utility Fund, account # 200-48930-534-8-
000004WA.
BACKGROUND:
The downtown Main Street area is the heart of the Historic Downtown Grapevine District,
is a major visitor attraction, and is irreplaceable. There are many examples of cities
losing their historic districts due to fire. Building codes were either non-existent or much
less stringent relative to fire protection when the historic buildings were constructed.
The unique brand our downtown district provides Grapevine cannot be reproduced or
duplicated and deserves our every effort to preserve.
Staff and the City Council have been reviewing the many issues surrounding fire
protection in the historic Main Street area through a number of workshops and meetings
with property owners and tenants since early 2007.
Staff has developed a program for implementing fire protection through the use of
sprinkler systems in the 300 and 400 blocks of South Main Street, the Historic Main
Street area. The program includes public improvements and private improvements.
The program offers City funding of the private improvements with provisions for monthly
payments to be paid to the City by the property owners over periods of up to 20 years at
an interest rate of 4.5%.
The majority of owners in the two block area were supportive of the project and have
indicated a willingness to participate in the program. A minority of owners had indicated
little or no interest in participating in the program.

On November 18, 2007, the City Council adopted an ordinance designed to mest the
City Council's desire for 100% participation by the owners in the two block area.
The ordinance requires property owners in the 300 and 400 blocks of South Main Street
to have a sprinkler fire protection system in place within 6 months of the date of
adoption.
Since the adoption of the ordinance, staff sent out Letters of Commitment and Rights of
Entry for the property owners to sign and return. The response has been good.
At the same time, the City's consultant, Reed Engineering, has completed the plans for
the system and supplied the plans to Firetrol staff for pricing. Firetrol is on the State of
Texas, TXMAS list of contractors for Fire Protection Systems installation and was the
contractor for the Plano project. They have experience in the retro-fit of old, historic
structures with fire sprinkler systems, including a recent project on an old building at
SMU as well as historic downtown Plano.
Pricing for both the private and public portions of the project is below the engineer's
estimate of cost.
This award of contract will be made in accordance with an existing purchasing
agreement with the State of Texas under TXMAS contract 6-03FACO20. The State of
Texas, TXMAS program consists of contracts derived from competitively awarded
contracts by Federal or State Government Entities as allowed under Texas Government
`'� Code, Section 2155.502. The award of contract will be made under Texas Government
Code Section 2155.504.
A contract award authorized by this section satisfies any requirement of State Law
relating to competitive bids or proposals.
Staff checked references for Firetrol from the City of Plano and SMU and their work was
found to be satisfactory.
Staff recommends approval.
