SUBJECT: APPROVAL OF AN ANNUAL CONTRACT FOR THE
PURCHASE OF MID-GRADE UNLEADED FUEL THROUGH AN
INTERLOCAL AGREEMENT WITH THE CITY OF FORT
WORTH
RECOMMENDATION:
City Council to consider approval of an annual contract to Martin Eagle Oil Company,
Inc. for mid-grade unleaded fuel through an existing interlocal agreement with the City of
Fort Worth.
FUNDING SOURCE:
Funds are available in account 100-14110-000-0 (Inventory-Unleaded Fuel).
BACKGROUND:
This procurement will be under the Interlocal Cooperation Act, Chapter 791, Texas Local
Government Code that states that any entity participating through an interlocal
agreement satisfies any bidding requirements required under State law. Council
approved the interlocal agreement and participation with the City of Fort Worth for fuel
on January 19, 1999.
The City of Fort Worth took bids and awarded contracts to Martin Eagle Oil Company,
Inc. as primary contractor for mid-grade unleaded fuel on November 16, 2004 and for
Diesel Fuel on March 11, 2004. Each contract included three, one-year renewal options
and each contract was renewed by the City of Fort Worth. Pricing is based on a set
contract amount above the OPIS benchmark price for fuel. The copy of the Fort Worth
bid tabulation is attached for review.
This is the final renewal option for the unleaded fuel. The diesel contract has no renewal
options remaining and is currently being rebid by the City of Fort Worth. A number of
different public entities participated in the bid including Tarrant County. Martin Eagle Oil
Company, Inc. has agreed to renew the existing contract under the same terms and
conditions for an additional 12 month period ending on December 16, 2008.
Staff recommends approving an award under the interlocal agreement with the City of
Fort Worth to Martin Eagle Oil Company, Inc. for mid-grade unleaded fuel.
