JOINT PUBLIC HEARINGS ZONE CHANGE APPLICATION Z07-15 AND CONDITIONAL USE APPLICATION CU07-39 - NORTHPOINT ADDITION First for the Commission to consider and make recommendation to the City Council was zone change application Z07-15 and conditional use application CU07-39 submitted by Gonzalez & Schneeberg for property located at 2850 North State Highway 121 and platted as Lot 1, Block 1, Northpoint Addition. The applicant was requesting to rezone 7.0447 acres from "BP" Business Park to "CC" Community Commercial and a conditional use permit to establish a planned commercial center. �, 121807 3 P & Z JOINT PUBLIC HEARING DECEMBER 18, 2007 The applicant submitted a letter requesting that zone change application Z07-15 and � conditional use application CU07-39 be tabled to the January 15, 2008 public hearing in order to work out the details relative to platting with the City of Coppell since the subject site is located in both Grapevine and Coppell. With no further questions, guests to speak, nor letters or petitions, the public hearing was tabled to the January 15, 2008 public hearing. CONDITIONAL USE APPLICATION CU07-36 - GAYLORD TEXAN Next for the Commission to consider and make recommendation to the City Council was conditional use application CU07-36 submitted by Gaylord Hotels for property located at 1501 Gaylord Trail #3 and platted as Opryland Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU05-17 SPRC, CU04-37 (Ord. 04-76) for a planned commercial center with the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in conjunction with a restaurant, specifically to allow the addition of two levels to the existing parking structure. Mr. AI Beams, representing the property owner, was available for questions and requested favorable consideration of the application. With no further questions, guests to speak, nor letters or petitions, the public hearing .. was closed. In the Commissioner's deliberation session, Danette Murray moved to approve conditional use application CU07-36. Chris Coy seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None CONDITIONAL USE APPLICATION CU07-37 - ABLE MACHINERY Next for the Commission to consider and make recommendation to the City Council was conditional use application CU07-37 submitted by Codel, Inc. for property located at 600 Westport Parkway and platted as Lot 1, Block 1, Westport Business Park. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU98-05 (Ord. 98-38) for outside storage in conjunction with an office/warehouse facility, specifically to allow the addition of a 31,738 square foot warehouse. Mr. Robert Day, representing the property owner, was available for questions and requested favorable consideration of the application. .�,�� 121807 4 P & Z JOINT PUBLIC HEARING DECEMBER 18, 2007 With no further questions, guests to speak, nor letters or petitions, the public hearing � was closed. In the Commissioner's deliberation session, Danette Murray moved to approve conditional use application CU07-37. Chris Coy seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None END OF PUBLIC HEARING AM07-05 ZONING ORDINANCE AMENDMENT TO SECTION 28 "CBD" CENTRAL BUSINESS DISTRICT RELATIVE TO RESTAURANTS AS A CONDITIONAL USE Next for the Commission to consider was amendments to the Grapevine Zoning Ordinance Section 28, "CBD" Central Business District relative to requiring all future restaurants within the district to seek approval of a conditional use permit. After a brief discussion, B J Wilson moved to set a public hearing for zoning ordinance amendment AM07-05 with the addition of delicatessens and bakeries to be included with restaurants to require a conditional use permit. Herb Fry seconded the motion, which prevailed by the following vote: � Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None LAND USE STUDY - WOOD STREET AREA - EAST OF WOOD STREET BETWEEN EAST WALL STREET AND EAST WORTH STREET Next for the Commission to consider was amendments to the City's Master Land Use Plan for property located east of Wood Street between east Wall Street and east Worth Street. A review of the actual land uses within the area reveals a mixture of multifamily uses and single family uses; one large tract (the abandoned former Teamster's union hall building, Lots 9-13, Block 103, College Heights Addition, circled in green) has received approval of an administrative site plan for a four unit apartment complex. The Ticknor Terrace apartments dominate the area east of Wood Street on both the north and south side of Texas Street. A 12-unit condominium/apartment complex is located just east of the East Wall Street/Wood Street intersection. Six lots remain in the subject area developed as single family homes that are zoned "R-MF-2" Multifamily District. After a brief discussion, Chris Coy moved to set a public hearing relative to the Wood Street Area (east of Wood Street between east Wall Street and east Worth Street) to �. 121807 5 �,.:n. :. .,:_ �. w:�, �.���fi�.. � .m. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None CONSIDERATION OF MINUTES Next for the Commission to cansider were the minutes of the November 20, 2007, planning and Zoning joint public hearing Herb Fry moved to approve the Planning and Zoning Commission minutes of November 20, 2007. Chris Coy seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling Nays: None ADJOURNMENT With no further business to discuss, Danette Murray moved to adjourn the meeting at 7:47 p.m., B J Wilson Coy seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling .
