SUBJECT: APPROVAL OF A RESOLUTION FOR A CITY FACILITY
JANITORIAL SERVICES CONTRACT WITH RENEWALS
RECOMMENDATION:
City Council to consider approval of a resolution for a Personal Services contract with
Regent Services for City Facility janitorial services. The contract would be for one year
with four optional, one-year renewals.
FUNDING SOURCE:
Funding for these services is estimated at $218,257.82 and are programmed annually in
the following accounts:
100-44540-118-2 (Building Services-Professional Services)
200-44540-530-2 (Water Treatment Plant-Professional Services)
200-44540-531-2 (Wastewater Treatment Plant-Professional Services)
210-44540-340-1 (Golf Pro Shop Professional Services)
115-44540-350-01 (Grapevine Visitors Bureau Professional Services)
BACKGROUND:
Regent Services has provided janitorial services to the City for the past four years with
very good results. Staff has developed a good working relationship with their staff.
They know what the City's needs and expectations are for janitorial services.
The proposed cost for this contract represents a 4.3% increase from the past contract
costs. However, this cost increase is a result of a 19% increase in the total square
footage of City buildings under this contract to 229,472 square feet.
Staff has adjusted the frequency of service on some buildings from seven days to six
days per week which contributes to the lower cost increase rather than the square foot
increase, but the cost per square foot is reduced in is contract compared to the cost
for the past contract.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER m
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
REGENT SERVICES A PERSONAL SERVICE PROVIDER
FOR CITY FACILITY JANITORIAL SERVICES FOR THE
FACILITY SERVICES DEPARTMENT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (4) (A)to consider personal services as an exception
to the City's bidding requirements; and
WHEREAS, Regent Services is a personal service provider of janitorial services;
and
WHEREAS, the City of Grapevine Facility Services Department has a need to
provide and manage janitorial services for various City facilities.
NOW,THEREFORE, BE I IF RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to contract for janitorial services in the estimated annual amount of
$218,257.82.
Section 3. That this resolution shall take effect from and after the date of its
passage.
