SUBJECT: PRESENTATION OF THE INTERNATIONAL ASSOCIATION
OF CHIEF OF POLICE (IACP) AWARD FOR OUTSTANDING
ACHIEVEMENT IN LAW ENFORCEMENT VOLUNTEER
PROGRAMS TO THE GRAPEVINE POLICE DEPARTMENT
RECOMMENDATION:
Presentation to the Grapevine Police Department,the Award for Outstanding Achievement
in Law Enforcement Volunteer Programs. Presenter will be Grapevine Police Chief, Eddie
Salame.
BACKGROUND:
This award is sponsored by Wilmington University to recognize volunteer programs that
demonstrate innovative and effective practices for augmenting sworn or civilian staff and
improving service delivery to their communities. Members of the IACP Police
Administration Committee meet annually to judge the award applications and select the
winning agencies.
The Grapevine Police Department's volunteer program began in 2006 with a few Citizen
Police Academy graduates and today consists of 40 volunteers who serve the department
and the community in a variety of routine, non-enforcement activities and has become an
integral part of the police department.
The Grapevine Police Volunteers perform many services through a variety of assignments
including controlling traffic for festival and special events; providing foot patrol in the
Historic Downtown Business District, city parks, trails and special events; staffing mobile
Sky Watch Towers; and lending support for CID, administrative duties, motorist assist,jail
fingerprinting, prisoner food and jail blanket delivery, school crossing guard replacement,
pawn ticket collection, speed surveys, Project Lifesaver, and tourism.
In 2011, Grapevine Police volunteers contributed nearly 59,000 hours of value-added
service to the department and community. Volunteers have conducted more than 7,000
security checks and 1700 neighborhood checks, served as crossing guard replacements

over 650 times, conducted 2,500 motorist assists, and provided crash assistance 150
times.
Volunteers have been active in serving senior citizens, including providing escort services
from dances at the Senior Activities Center. Grapevine PD volunteers have assisted
other organizations such as the Rotary Club with flag details, and assisting with set up and
registration for programs provided by the FBI, the Tarrant County District Attorney, Guns
and Hoses, and Team Texas, These and many other accomplishments provide evidence
this is a volunteer program of distinction.
