Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA16-97 for the property located at 911 East Worth Street, legally described as Block 4 Lot 5, D. E. Box Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA16-97 was submitted by the applicant, Jared Childs of C3 Equity, LLC on September 27, 2016, to paint over the exterior brick of the historic Leon Burke house in the D. E. Box Addition Historic District. The owner purchased this property several months ago with the purpose to renovate and update the house for resale to a new buyer. The owner noticed existing cracks in the mortar of the exterior brick, to address the mortar cracks, he painted over the brick and mortar with, Sherwin Williams' #SW 7028 white, paint without first applying for a Certificate of Appropriateness from the Historic Preservation Commission. Per the Design Guidelines established for the D. E. Box Addition, brick shall not be painted. The owner had expressed he was unaware of the requirement to maintain original brick and not to paint it. The white color painted on the brick is very bright and not consistent with brick on the homes in the D. E. Box Addition, especially those immediately surrounding it. The owner was cited for the violation of painting brick by Code Enforcement who issued Citation number 00137 on September 14, 2016, and by letter from Grapevine City Attorney Matthew Boyle on September 23, 2016. The owner stated to sandblast the paint off the brick or to chemically remove the paint would be, for him, cost prohibitive. To remediate the violation, the owner has offered to paint the brick a color more compatible with the original brick homes on Worth Street. Options for this include painting it a color to match the color of the original brick; painting it another appropriate color to better blend with the surrounding homes; or applying a wash of another color, to temper the white color and create more depth and texture to the brick. The Commissioners recommended removing the paint with a chemical paint remover; walnut or pecan shell blasting (as more gentle to the brick than sand blasting); they asked the owner to return to the November 9, 2016 meeting with the results. November 09, 2016 HPC\Minutes\2016 2 HPC 11.09A6 RECOMMENDATION Staff recommends the Historic Preservation Commission deny Certificate of Appropriateness #CA16-97 to paint the exterior brick of the Historic Leon Burke house with Sherwin Williams' #SW 7028 white paint. David Klempin reported to the commission, he and staff had observed the sampling of the paint removal from the brick, and the paint had been removed in two of the sample areas with no damage to the brick. He then called on the property owner, Mr. Jared Childs to come forward and speak to the commission. Mr. Childs reported the sampling had been made using crushed glass, walnut and sand blasting on the paint. Chairman Shope thanked Mr. Childs. Commissioner Margaret Telford noted the blasting had been effective and looked good. Margaret Telford made the motion to close the public hearing for #CA16-97; Eric Gilliland seconded the motion which prevailed in the following vote: Ayes: 6 (Shope, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Derr and Anderson) Chairman Shope called for a motion. City Attorney Matthew Boyle asked they consider a motion to approve #CA16-97 for the use of crushed glass or shell blasting to strip the brick as shown in the samples. Ted Ware made the motion to approve #CA16-97 to remove the paint from the brick using the crushed glass or shell blasting as shown and conditions as presented; Margaret Telford seconded the motion which prevailed in the following vote: Ayes: 6 (Shope, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Derr and Anderson) PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA16-103 for the property located at 216 West Wall Street, legally described as Block 12, Lot 12E, Starr Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-103 was submitted by the applicant, Chris Minteer, on October 26, 2016 to rework the existing parking lot to create additional required parking spaces; to renovate the original house; and construct a new one-story addition to serve as a real estate office. The house is located within the West Wall Street Historic District. The design for the proposed project was prepared November 09, 2016 HPC\Minutes\2016 3 HPC 11.09.16 by architect Gary Skotnicki to follow the Design Guidelines established for the district. The existing parking area would be enhanced to create additional spaces and the American Disabilities Act (ADA) required parking space. The existing house contains 1,372 square feet of living area and combined with the new addition of 1,333 square feet would result in a total of 2,705 square feet of climate controlled area. The new addition would feature an entrance, reception area, guest desk, office, and conference room with bar area. RECOMMENDATION Staff recommended approval of #CA16-103 for plans to rework the existing parking area and renovate the existing house and construct a new one-story addition as per the attached plans following the Design Guidelines established for the property, with the conditions a permit is obtained from the Building Department and all exterior materials, windows, doors and door hardware, light fixtures and paint colors to be approved under a separate Certificate(s) of Appropriateness. Chairman Shope called on Architect Gary Skotnicki and Alysha Rosse for their comments. They discussed their business credentials and the special design elements taken to keep the roof ridge far back to not be visible from the street and used a simple gable with a chamfered corner. Mike Kellerman, the adjoining business neighbor, asked to comment noting the driveway and parking hazard affecting his property. He said he had five months of abuse with the drive entry to his property blocked and trespassers on his lot; he could have had the trespassers towed, but did not want the problem to affect their elderly customers. He stated the driveway narrows at the entrance — those at 216 West Wall Street cannot turn around without encroaching on his property at 210 West Wall. He said, today his driveway is used 75 percent by his neighbor and there has been one minor fender bender. His concern was the need for design function, as his property is required to enter and turn. Commissioner Ted Ware said the discussion of this was getting into things not in the commission's authority, the items stated were of interest, but the commission could not make judgement on them. The architect for the 216 West Wall Street renovation and addition, Gary Skotnicki, said he could move the addition to the west. Vick Cox made the motion to close the public hearing for #CA16-103; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 6 (Shope, Cox, Telford, Voelker, Ware and Gilliland) Absent: (Derr and Anderson) Nays: None Mr. Kellerman did question using a fence on the property line, he turned in an application for a Certificate of Appropriateness to approve a fence for his property during the meeting. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-105 was submitted by the applicant, Michael Karnowski, on October 26, 2016 to remove the addition on the east side of the house, restore the original house and detached garage, construct a one -car garage bay on the east side of the detached garage and construct a new 1 1/2 story addition, with a partial basement, to the house. The house is a Grapevine historic landmark located within the College Street Residential Historic District. The design for the project was prepared by Architect John Allendar to follow the Design Guidelines established for the district and the 2013 Amendments to the Historic Preservation Ordinance. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA16-105 for the property located at 319 East College Street to remove the addition from the east side of the house; restoration of the original house and original detached garage; the new construction of a one -car garage bay on the east side of the garage; and the construction of a new 1 1/2 story addition with partial basement to follow the Design Guidelines of the College Street Residential Historic District as per attached drawings with the condition a variance be approved for the addition of a one -car garage bay on the east side of the original detached garage; a permit be obtained from the Building Department; and all exterior materials, windows, doors and door hardware, light fixtures and paint colors be approved under a separate Certificate(s) of Appropriateness. David Klempin said the garage plan had been amended as it would need a small addition to access vehicles; therefore a variance for adaptive reuse of 400 square feet to the current garage to bring the garage to a total of 1,100 square feet. The calculation was 500 square feet for a detached garage combined with the 200 square feet allowed by ordinance for an outdoor shed, plus a variance to allow another 400 square feet to total 1,100 square feet total. November 09, 2016 HPC\Minutes\2016 5 HPC 11.09.16 Chairman Shope called on Architect John Allender to confirm the house plans presented were at 3,392 square feet and to make comment. Mr. Allender said his research showed the house was built in 1908 with a porch constructed to the back of the house in 1935, additions had been made to the front of the house to reconstruct the front of the home; the additions were not constructed properly resulting in water damage. He said the garage had served as a television repair shop. Mr. Allender addressed the work needed for the full restoration. The outbuilding request would only be 18 feet wide requiring more room to access vehicles on the interior and the variance would bring the total size to 1,100 square feet. The existing garage bathroom would be moved and saved. Chairman Shope called on the commission for their questions, they all agreed the presentation of the square footage numbers were confusing. Chairman Shope called on City Attorney Matthew Boyle for an interpretation of the numbers given in regard to the ordinance. Attorney Matthew Boyle requested time to look at the math and sort out. David Klempin said the variance was requested for preservation, alternate Commissioner Eric Gilliland asked if the house was listed on the National Register, the plans presented drastically change the front of the building. Mr. Klempin answered no, it was landmarked by the city but not on the National Register for Historic Places; he said the change in appearance was quizzed, the condition was very poor and the plans will strengthen and save as a positive. Chairman Shope agreed the questions were significant to deserve clarity and made a motion to continue the case to the December 14, 2016 meeting of the Historic Preservation Commission; Vick Cox seconded the motion which prevailed in the following vote: Ayes: 6 (Shope, Cox, Telford, Voelker, Ware and Gilliland) Nays: None Absent: (Derr and Anderson) .1111“11111,1111111•11•.011."111111 PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA16-106 for the property located at 846 East Wall Street, legally described as Block 2, Lot 7, D. E. Box Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-106 was submitted by the applicant Chad Tate on October 26, 2016 to renovate the existing house and construct a new 1 - story addition to the rear of the historic Norris L. Graham House built in 1951. The drawings were prepared by design firm Yoohoostudio to follow the Design Guidelines established for the D.E. Box Addition Historic District. The existing 1,365 square feet house with the addition would total 1,940 square feet. The new addition would expand the kitchen area and add a new master bedroom with November 09, 2016 HPC\Minutes\2016 6 HPC 11.09.16 bathroom and a closet. Exterior materials and details of the original house would be replicated in the new addition with all exterior details to match the existing house. RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA16-106 to renovate the existing house and construct a new 575 square feet 1 -story addition to the rear of the historic Norris L. Graham House following the Design Guidelines established for the D. E. Box Addition Historic District as per the plans presented; with the conditions a permit be obtained from the Building Department and all exterior materials, windows, doors and door hardware, light fixtures and paint colors be approved under a separate Certificate of Appropriateness. The new addition plans as presented would tie nicely into the rear of the house. Chairman Shope called for any comments or questions. There were none. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-108 was submitted by the owner/applicant T. Mikal Darden on October 26, 2016 to remove a non-contributing below -grade garage converted to living space; to construct a new 1 1/2 -story addition to the original Ted Willhoite House built in 1944. The house has a Grapevine Historic Landmarking and is located within the boundary of the College Street Residential Historic District, the addition would be required to follow the Design Guidelines established for the District, the setback and square footage requirements of the update to the 2013 Preservation Ordinance. Mr. Darden, the property owner, had withdrawn his current application and would resubmit for the December 14, 2016 meeting.
