McCallum David Klempin Mary Bush City Attorney, City of Grapevine Executive Director, Grapevine Convention & Visitors Bureau Historic Preservation Officer Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the Public Hearing to order at 6:00 p.m. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. E. Box Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA16-97 was submitted by the applicant, Jared Childs, of C3 Equity, LLC on September 27, 2016 to paint over the exterior brick of the historic Leon Burke house in the D. E. Box Addition Historic District. The applicant purchased this property several months ago with the purpose to renovate and update the house for resale to a new buyer. There were existing cracks in the mortar of the exterior brick; to address the mortar cracks, the owner painted over the brick and mortar with Sherwin Williams #SW 7028 white paint, without first applying for a Certificate of Appropriateness as required from the Historic Preservation Commission. Per the Design Guidelines established for the D. E. Box Addition, brick shall not be painted. The owner had expressed he was unaware of the requirement to maintain the original brick and not to paint it. The white color painted over the brick is very bright and not consistent with brick on the homes in the D. E. Box Addition, especially those immediately surrounding it. The owner was notified, of the violation of painting the brick, by Code Enforcement who issued Citation number 00137 on September 14, 2016 and by letter from the City Attorney on September 23, 2016. The owner has stated to sandblast the paint off the brick or to chemically remove the paint would be, for him, cost prohibitive. To remediate the violation, the owner has offered to paint the brick a color more compatible with the original brick homes on Worth Street. Options for this included painting it a color to match the color of the original brick; painting it another appropriate color to better blend with the surrounding homes; or applying a wash of another color to temper the white color and return the depth and texture of the brick. October 26, 2016 HPC\Minutes\2016 2 HPC 10.26.16 RECOMMENDATION Staff recommended the Historic Preservation Commission deny Certificate of Appropriateness #CA16-97 to paint over the exterior brick of the Historic Leon Burke house with Sherwin Williams's #SW 7028 white paint. Chairman Shope called on, the owner and applicant of the property, Jared Childs for his comments. Mr. Childs stated he had been unaware this area was a historic preserved district. He said the house next door was painted a good color, but felt his needed to be different color. He noted he had absorbed the cost of metal windows as required, rather than the vinyl windows he had planned to use. Mr. Childs said David Klempin had suggested he strip the brick, but they did not think pressure washing, due to the age of the brick, would stand up to this without damage. Vice Chairman Lee Derr asked if the paint used was a heavy paint, Mr. Childs replied it was a semi -gloss paint. Margaret Telford questioned the streaks down the left side of the house, Mr. Childs replied some dirt had splashed on the paint. Vick Cox asked if Mr. Childs had tried any other measures to fix, Mr. Childs had not. Ashley Anderson asked about using a chemical peel paint remover, Vick Cox agreed with Ashley saying a peel might be a good solution. Chuck Voelker said he would like to see some attempt to try to correct the mistake, Margaret Telford agreed Mr. Childs should show some attempt to resolve. Chuck Voelker said he would like to see a cost quote for each of the measures the commissioners had suggested to Mr. Childs. Chairman Shope called for any other comments. The Grapevine Heritage Foundation chairman, Dr. Curtis Ratliff, came forward with his statement to be recorded into the minutes of this case. Dr. Ratliff said the foundation serves as advocates for the preservation of Grapevine's heritage, the D.E. Box Addition was recognized, by the ordinance in place, to preserve the mid-century architecture. The ordinance protects and does not support changes and is very clear about paint. Not enforcing the ordinance is a slippery slope to begin to slide down losing one tooth at a time until there will be no teeth or ordinance left. Vice Chairman Derr suggested walnut or pecan shell blasting as not as destructive as using sand. Chairman Shope addressed the methods suggested to remedy, and noted his complete support of Dr. Ratliff's statements. Margaret Telford made the motion to close the public hearing; City Attorney Matthew Boyle approached the podium to advise, as Margaret's motion had died for lack of a second, to continue the public hearing to allow discussion for the next meeting on November 9, 2016. Vick Cox made the motion to continue the public hearing for #CA16-97; Eric Gilliland seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Gilliland) Nays: None Absent: (Ware) October 26, 2016 HPC\Minutes\2016 HPC 10.26.16 Ashley Anderson made the motion to continue the public hearing for #CA16-97 to the November 9, 2016 meeting; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Gilliland) Nays: None Absent: (Ware) ..... 11111,1111.111111•••••••• PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA16-98 for the property located at 423 South Main Street, legally described as Block 18, Lot S301-10' STRIP S, City of Grapevine, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-98 was submitted by applicants Paul and Kathleen Ryan, owners of Tolbert's Restaurant, to install a mural on the exterior south wall of the building along Franklin Street. The proposed mural was designed by well-known western artist StyIle Reed and would be 16 feet tall by 38 feet wide and located on the wall 3 feet above the existing grade. The western period scene was adapted to represent the area of Denton Creek with surrounding plateaus, and the signs indicating the distance to Grapevine and to Terlingua, Texas. The applicant has applied for a grant to the Grapevine Convention & Visitors Bureau board to fund a portion of the cost of the mural. RECOMMENDATION Staff recommended the approval of #CA16-98 for the installation of a wall mural as per the attached rendering with the condition a permit be obtained from the Building Department. David Klempin stated the location for the mural was a large blank area now. The concept presented for the mural is a western period style portraying the Denton Creek area prior to the dam. Ashley Anderson questioned how many murals we now have; David answered one at the Masonic Lodge and one from the 1980's on the Wood Building, murals were a part of Grapevine's history. Vick Cox asked about a permit required, David said the City's Development Services staff would have to permit. He said in 2005, the Historic Preservation Commission had worked to get the new paint color now on the stucco over brick wall. Ashley Anderson asked if the other murals had representation of another city, like the Terlingua theme; odd to have another city's name on the building. David said the reference to Terlingua was from the family's history and they would be cooperative to make adjustments. The commissioners questioned the mileage represented on the directional signs, deciding Grapevine would have been one-half to two miles from the depicted Denton Creek area.
