HomeMy WebLinkAboutItem 18 - NCTCOG Multi-Agency Communication Network MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL � FROM: BRUNO RUMBELOW, CITY MANAGER l3 MEETING DATE: FEBRUARY 7, 2017 SUBJECT: NCTCOG MEMORANDUM OF UNDERSTANDING BETWEEN REGIONAL INTELLIGENT TRANSPORTATION PARTNERS RECOMMENDATION: City Council consider authorizing the City Manager to execute a Memorandum of Understanding (MOU) with NCTCOG for the development of a multi-agency communication network for data and video sharing. BACKGROUND: The North Central Texas Council of Governments (NCTCOG) is responsible for the development and maintenance of the Regional Intelligent Transportation System Architecture. Approval of the MOU is the first step to allow the sharing of traffic data and video images between regional partners (TxDOT, DART, and TEXRaiI) for use in incident management response by the City of Grapevine. Approval of the MOU also allows the City of Grapevine to receive grant funding from NCTCOG for six projects which have been developed to connect with the regional nefinrork. The projects, totaling $4.25 million, include making the physical fiber connection, installation of fiber along TxDOT roadways, within TEXRaiI right-of-way, and Northwest Highway, and development of incident management traffic signal timing plans on the freeway frontage road system. Staff recommends approval. RESOLUTION NO. 2017-017 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH NCTCOG REGARDING THE DEVELOPMENT OF MULTIAGENCY COMMUNICATION, DATA, AND VIDEO SHARING ON A REGIONAL NETWORK AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas (City) is operating and maintaining intelligent transportation systems at our traffic signals on the State Highway System; and WHEREAS, the City desires to share traffic signal and video data with the Texas Department of Transportation (TxDOT) and other regional partners; and WHEREAS, motorist delay and congestion on our regional / local thoroughfare nefinrork are expected to double in the next 25 years; and WHEREAS, the efficient operation and maintenance of traffic signals is an important strategy in reducing motorist delay and congestion; and WHEREAS, the sharing of communication and video data will facilitate earlier detection and clearing of freeway incidents by TxDOT and City forces; and WHEREAS, the North Central Texas Council of Governments (NCTCOG) will facilitate development of a regional nefinrork to facilitate the sharing of data; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and. WHEREAS, the City Council deems the adoption of this resolution is in the best interest of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine, Texas authorizes the City Manager, or the City Manager's designee, to execute a Memorandum of Understanding with NCTCOG for the sharing on intelligent transportation data. Section 3. That this resolution shall take effect from and after the date of its passage.
