SUBJECT: NCTCOG CALL FOR PROJECTS: TRANSPORTATION
ALTERNATIVES SET-ASIDE PROGRAM
RECOMMENDATION:
City Council consider approving a resolution authorizing the City Manager to submit
projects in response to the NCTCOG Transportation Alternatives Set-Aside Program and
confirming the availability of the local-cash match contribution required for each project
application.
BACKGROUND:
On December 12, the North Central Texas Council of Governments (NCTCOG) issued a
call for projects for the Transportation Alternatives Set-Aside Program (TA Set-Aside).
Projects eligible for this program include:
- On and off road pedestrian and bicycle facilities
- Multi-modal connections to public transportation
- Shared use pathways
- Road diets
A local match of at least 20% is required for all project submittals. The NCTCOG Western
Sub-region's funding allocation for this program is $8 million. Project applications are due
to NCTCOG by Friday, February 24, 2017.
Staff plans to submit one individual project application for the Dallas Road corridor from
William D. Tate Avenue to Dooley Street. A preliminary assessment of the Dallas Road
corridor is already underway. The grant application will request funding for streetscape
improvements, corridor median landscaping, pedestrian and bicycle access to the new
TEXRaiI station, roadway lighting, and other safety related improvements.
Staff is recommending that we increase our local match to 30% in order to raise our project
score and improve our potential of receive grant funding. The local match for projects are
due when the project agreements are executed by the local government and TxDOT,
anticipated in March, 2018.
Staff recommends approval.
RESOLUTION NO. 2017-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR CITY MANAGER'S DESIGNEE TO SUBMIT PROJECTS
FOR THE TRANSPORTATION ALTERNATIVES SET-ASIDE
PROGRAM AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the Regional Transportation Council, comprised primarily of local
elected officials, is the regional transportation policy board associated with the North
Central Texas Council of Governments (NCTCOG) and the regional forum for cooperative
decisions on transportation; and,
WHEREAS, on December 8, 2016, the Regional Transportation Council approved
approximately $23 million for the current Transportation Alternatives Set-Aside Program
call for projects; and,
WHEREAS, the City of Grapevine intends to submit a transportation alternative
project application for the Dallas Road Corridor to the North Central Texas Council of
Governments (NCTCOG) prior to the February 24, 2017 deadline; and,
WHEREAS, the Regional Transportation Council requires the submittal of a
resolution as part of the Transportation Alternatives Set-Aside Call for Project application
submission; and,
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. The City of Grapevine supports the Dallas Road Corridor project as
applied for in the 2017 Transportation Alternative Set-Aside Call for Projects application.
Section 3. The City of Grapevine will serve as the public sponsor and lead
project contact on this project. The City of Grapevine agrees to designate a single point
of contact for the project.
Section 4. The City of Grapevine commits to fund or pass through funds from
other sources for a minimum local cash match of 30% of the total project cost.
Section 5. The City of Grapevine confirms that the City of Grapevine, not the
Regional Transportation Council, will be responsible for any cost overruns.
Section 6. The City of Grapevine understands and acknowledges that all
awarded funding is provided on a reimbursement basis.
Section 7. The City of Grapevine confirms the project timeline is realistic and
commits that if the project is selected for funding, an agreement will be executed within
one year of selection and the project will advance to construction within three years from
the date of selection.
Section 8. That this resolution shall take effect from and after the date of its
passage.
