SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
PICNIC TABLES AND GRILLS
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of picnic tables and grills
through a contract established by the Federal General Services Administration
Cooperative Purchasing Program.
FUNDING SOURCE:
Funding for this purchase is currently available in account 1 1 3-43355-31 2-1 9-GV15G2-
03, (Recreation Facilities), 113-43355-312-19-GV15G6-03, (Recreation Facilities), 113-
43355-312-19-GV15G7-03 (Recreation Facilities) in an amount not to exceed $51,973.20.
BACKGROUND:
This request is for the purchase of replacement picnic tables, grills and fire pits for the lake
parks that were lost or damaged during the flood.
This purchase will be made in accordance with a contract established with Jamestown
Advanced Products by the Federal General Services Administration Cooperative
Purchasing Program. Purchases through this program are authorized under Texas Local
Government Code, Chapter 271.103.
Bids were taken by GSA and a contract was awarded to Jamestown Advanced Products.
The Parks and Recreation and Purchasing staff reviewed the contract for departmental
specification compliance and determined that the contract would provide the best product
and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
PICNIC TABLES AND GRILLS THROUGH THE FEDERAL
GENERAL SERVICES ADMINISTRATION COOPERATIVE
PURCHASING PROGRAM AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter
271.103 to make purchases under certain Federal supply schedules and conditions
therefore satisfying any state laws requiring local governments to seek competitive bids
for the purchase of the item; and
WHEREAS, the Federal General Services Administration Cooperative Purchasing
Program is a qualified purchasing program; and
WHEREAS, the GSA has established contracts no. GS-03F-008DA and no. GS-
03F-009DA with Jamestown Advanced Products; and
WHEREAS, the Parks and Recreation department has a need to replace picnic
tables and grills at various lake parks; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of picnic tables and grills from Jamestown Advanced Products for an amount
not to exceed $51,973.20.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said tables and grills.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21st day of February, 2017.
