SUBJECT: APPROVAL FOR THE AWARD OF BEST VALUE RFB 448-2017
ANNUAL CONTRACT FOR PARKS JANITORIAL SERVICES
RECOMMENDATION:
City Council to consider approval for the award of RFB 448-2017 annual contract to
PureService Corporation for parks janitorial services.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-44540-312-3 (Professional
Services).
BACKGROUND:
The City of Grapevine solicited "Best Value" bids for janitorial services to be performed at
various parks, medians, right-of-ways, facilities, open spaces and athletic complexes
within the City. The vendor that received the highest best value evaluation score was
PureService Corporation. The low bidder was scored low for lack of experience in similar
work and not having adequate equipment to get the job done. The low bidder only offered
one reference who we were unable to reach. This is for an annual contract with four, one-
year optional renewals.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B,
Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth
Star Telegram on February 2 and 9, 2017. There were 652 vendors electronically notified
of the bid through the eBid system. Eight vendors opened and viewed the bid with three
vendors submitting bids.
Based on the criteria used PureService Corporation rated the highest at a score of 6.9,
Regent Services came in second at 5.7 and Andrew Building Services came in third at 5.4.
