HomeMy WebLinkAboutItem 09 - FY2017 Quality of Life Budget MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 012- MEETING DATE: MARCH 21 , 2017 SUBJECT: APPROVAL OF AN APPROPRIATION ORDINANCE FOR THE FISCAL YEAR 2017 QUALITY OF LIFE BUDGET RECOMMENDATION: City Council to consider approval of an appropriation ordinance for the Fiscal Year 2017 Quality of Life Budget. FUNDING SOURCE: Funds will be available in the Quality of Life Fund for an estimated amount of $5,335,000.00 upon the approval of the attached appropriation ordinance. BACKGROUND: On January 9, 2017 a City Council Workshop was conducted to review and prioritize the 2017 Capital Plan projects that were submitted by staff. During the workshop, City Council provided input and prioritized the projects. Staff returned on March 7 with the recommended changes as well as updated project costs. The attached appropriation ordinance establishes the Fiscal Year 2017 Quality of Life Budget. The attached project sheet outlines the five-year project plan. Staff will return in future fiscal years for additional appropriation in accordance with the capital strategy. Staff recommends approval. JB/GJ ORDINANCE NO. 2017-016 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $5,335,000.00 FROM THE 2017 QUALITY OF LIFE FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City desires to appropriate funds for Quality of Life projects in Grapevine; and WHEREAS, funding of $5,335,000.00 is available in the Fiscal Year 2017 approved budget in the Quality of Life Fund; and WHEREAS, the City Council deems the passage of this ordinance as necessary to protect the public, health, safety, and welfare; and WHEREAS, the City Council is authorized by law to adopt the provisions contained herein, and has complied with all the prerequisites necessary for the passage of this Ordinance, including but not limited to the Open Meetings Act. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Quality of Life Fund as shown in the attached Exhibit "A". Section 3. That the City Council hereby authorizes an estimated amount of $5,335,000.00 to be appropriated in the Quality of Life Fund from available funds. Section 4. That a copy of the Fiscal Year 2017 Quality of Life budget document shall be kept on file in the office of the City Secretary. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. Section 6. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
