HomeMy WebLinkAboutItem 17 - Dooley Street Wastewater Improvement Project MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 21, 2017 SUBJECT: DOOLEY STREET WASTEWATER IMPROVEMENT PROJECT — BID REJECTION RECOMMENDATION City Council consider rejecting the sole bid for the Dooley Street Wastewater Improvements Project from Atkins Brothers Equipment Company and take any necessary action. BACKGROUND: On February 16, 2017 bids were opened for the Dooley Street Wastewater Improvement Project to relocate the existing 24" wastewater line off of the Grapevine cemetery property. Only one bid was received from Atkins Brothers Equipment Company in the amount of $606,656.00. The Opinion of Probable Cost from the project engineer, Pacheco Koch Engineers, was $459,023.50, a difference of $147,632.50 or 32.2% above estimated costs. Staff has been in contact with the contractor inquiring if they would lower their bid more in line with the construction estimate. The contractor reviewed their bid prices and advised Staff that they would not be able to adjust their prices down to a level close to the Opinion of Probable Cost. Contractors are very busy at this time and were unable to meet the time requirements of the project. Staff recommends rejecting the bid from Atkins Brothers Equipment Company. Staff plans to rebid the project in the coming months with an extended construction time to attract more bidders. Staff recommends approval of the rejection. I feel the gap is so wide between the city's budget and our bid,that it would probably more cost effective for the City to rebid and hopefully get more bidders on the project.
