SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
HVAC PREVENTIVE MAINTENANCE SERVICES
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of HVAC preventive
maintenance services from Brandt Companies, LLC.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts 115-43350-350-03 (CVB
Building Maintenance) for $11,945.00 and 100-43350-118-2 (General Fund Building
Maintenance) for $31,625.00 for a total amount not to exceed $43,570.00.
BACKGROUND:
This purchase will provide a full service maintenance agreement and repairs to extend
the life of the HVAC equipment located at the Palace Theatre, City Hall and The REC.
Scheduled HVAC preventive maintenance will be performed bimonthly (six times per
year). The preventative maintenance program will include inspection and evaluation to
identify maintenance or repair requirements. If repairs are needed, the contractor will
perform repairs at no additional cost. This cost reflects an 8% increase from 2016 due to
the increase in man hours necessary to perform proper maintenance on the chillers at
The REC.
This purchase will be made in accordance with an existing interlocal agreement with The
Local Government Purchasing Cooperative (BuyBoard) as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to the Brandt Companies,
LLC. The Facility Services and Purchasing staff reviewed the contract for departmental
specification compliance and pricing and determined that the contract would provide the
best service and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-032
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
HVAC PREVENTIVE MAINTENANCE SERVICES
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an interlocal agreement with
other qualified agencies in the State of Texas; and
WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a
qualified purchasing cooperative program as authorized by Texas Local Government
Code, Chapter 271 and Texas Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established an interlocal agreement
with The Local Government Purchasing Cooperative (BuyBoard) and wishes to utilize
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has an
established contract no. 461-14, Trade Services and Labor for Electrical, Plumbing and
HVAC with The Brandt Companies, LLC; and
WHEREAS, the City of Grapevine, Texas has a need to purchase HVAC
preventive maintenance services; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of HVAC preventive maintenance services for the Palace Theatre in an amount
of $11,945.00, City Hall in an amount of $12,348.00 and The REC of Grapevine in an
amount of$19,277.00 from The Brandt Companies, LLC through an interlocal agreement
with The Local Government Purchasing Cooperative (BuyBoard) for a total amount not to
exceed $43,570.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said HVAC preventive maintenance services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21st day of March, 2017.
