SUBJECT: APPROVAL FOR THE AWARD OF RFB 444-2017 FOR FIVE
HARLEY-DAVIDSON POLICE MOTORCYCLES
RECOMMENDATION:
City Council to consider approval for the award of RFB 444-2017 for five Harley-Davidson
police motorcycles to Longhorn Harley-Davidson.
FUNDING SOURCE:
Funding for this purchase is currently available in account 325-48910-209-02-170001-0
(Motor Vehicles) for a total amount not to exceed $167,102.00.
BACKGROUND:
The bid was for five Harley-Davidson Police Motorcycles to replace five Police units
approved in the FY 2017 Vehicles and Equipment replacement list.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B,
Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in the
Fort Worth Star Telegram on February 23 and March 2, 2017. There were 146 invitations
sent out through the eBid Procurement system with 9 vendors downloading and viewing
the RFB. 2 bids were received. The bid tabulation is noted below.
The low bid from Texas Harley-Davidson appeared to be far below market pricing and over
$10,000.00 per unit lower than the next lowest bid. Purchasing contacted the vendor for
bid verification and after review by the vendor they realized that they did not include the
added Police package accessories and labor cost to install them. Due to their major pricing
error they requested to withdraw their bid. Therefore, Longhorn Harley-Davidson has met
all the specifications required and are the lowest responsible and responsive bidder.
Staff recommends approval.
