HomeMy WebLinkAboutPZ Item 15 - Minutes STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 21St day of March 2017 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman B J Wilson Vice-Chairman Monica Hotelling Member Jimmy Fechter Member Beth Tiggelaar Member Dennis Luers Member Theresa Mason Alternate Robert Rainwater Alternate constituting a quorum with Gary Martin absent and the following City Staff: Scott Williams Development Services Director Ron Stombaugh Development Services Assistant Director John Robertson Engineering Construction Manager Albert Triplett, Jr. Planner II Susan Batte Planning Technician CALL TO ORDER Chairman Oliver called the meeting to order at 6:00 p.m. WORKSHOP ITEM 1 . Discussion was held regarding amendments to the multi-family district regulations. Craig Melde and Robin McCaffrey spoke regarding creating different contextual areas such as Natural, Urban, Historic and Transitional with specific features in each area and splitting open space into Street Scape and Landscape areas. BRIEFING SESSION ITEM 2. 032117 1 Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: Cu17-02 SAN DANIELE CU17-03 MASON & DIXIE HL16-09 BART STARR HOUSE Chairman Oliver closed the Briefing Session at 7:30 p.m. JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:33 p.m. in the City Council Chambers. Items 3-7 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING AND ZONING COMMISSION REGULAR SESSION CALL TO ORDER Chairman Oliver called the Planning and Zoning Commission regular session to order at 8:02 p.m. ITEM 8. CONDITIONAL USE APPLICATION CU17-02 SAN DANIELE First for the Commission to consider and make recommendation to City Council was conditional use application CU17-02 for property located at 129 South Main Street #130 and platted as Lot 1 , Block 1 , Hazlewood Commercial Building. The applicant was requesting a conditional use permit to allow the possession, storage, retail sales, and on-premise consumption of alcoholic beverages (beer, wine, and mixed beverages) outside dining and outdoor speakers in conjunction with a restaurant. In the Commission's regular session Dennis Luers moved to approve conditional use application CU 17-02. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 9. CONDITIONAL USE APPLICATION CU17-03 MASON & DIXIE Next for the Commission to consider and make recommendation to City Council was conditional use application CU 17-03 for property located at 603 South Main Street #302 032117 2 and platted as Lot C, Block 15, City of Grapevine. The applicant was requesting a conditional use permit to establish a restaurant in the CBD Central Business District. In the Commission's regular session B J Wilson moved to approve conditional use application CU17-03. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 10. HISTORIC LANDMARK SUBDISTRICT HL16-09 BART STARR HOUSE Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL16-09 for property located at 428 East Worth Street and platted as Lot 6A, Block 33, Yates & Jenkins. The applicant was requesting a Historic Landmark Subdistrict designation In the Commission's regular session Monica Hotelling moved to approve historic landmark subdistrict application HL16-09. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 11 . FINAL PLAT APPLICATION LOTS 1AR2, 2AR2, 3R1 , 4R1 , 5 & 6, BLOCK 1 , THE GATEHOUSE IN GRAPEVINE Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1AR2, 2AR2, 3R1 , 4R1 , 5 & 6, Block 1 , The Gatehouse in Grapevine. The applicant was final platting 52.092 acres to replat five lots into six lots. In the Commission's regular session Dennis Luers moved to approve the Statement of Findings and Final Plat Application of Lots 1AR2, 2AR2, 3R1 , 4R1 , 5 & 6, Block 1 , The Gatehouse in Grapevine. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 12. FINAL PLAT APPLICATION LOT 1, BLOCK 1 , TURNER ROAD ADDITION 032117 3 Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 1 , Block 1 , Turner Road Addition. The applicant was final platting 0.2193 for a residential structure. In the Commission's regular session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lot 1 , Block 1 , Turner Road Addition. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ITEM 8. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the February 21 , 2017, Planning and Zoning Meeting. Monica Hotelling moved to approve the February 21 , 2017 minutes. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None ADJOURNMENT With no further business to discuss, B J Wilson moved to adjourn the meeting at 8:06 p.m. Monica Hotelling seconded the motion which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Rainwater Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 21ST DAY OF APRIL, 2017.
