HomeMy WebLinkAboutItem 10 - Synthetic Turf MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�� MEETING DATE: APRIL 18, 2017 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF SYNTHETIC TURF RECOMMENDATION: City Council to consider approval of a resolution for the purchase of synthetic turf from Geo Surfaces through an interlocal agreement with the Region VIII Education Service Center in Texas. FUNDING SOURCE: Funding for this purchase is currently available in 121-48850-312-00-170004 (Quality of Life) for an amount not to exceed $1,063,000.00. BACKGROUND INFORMATION: Oak Grove Ballfield Complex has become a premier destination in Texas for youth baseball and softball league play as well as tournaments since the reconstruction in 2009. The turf being proposed for this project will allow the fields to remain playable during rain events that have typically caused cancellation due to wet fields. It is very important that recreational and tournament play continue as rescheduling is typically not an option due to the large number of teams and short season. This project will remove the existing grass from infields and foul territory on fields A, B, H & I at the Oak Grove Ball Field Complex and replace it with synthetic turf. The synthetic turf will solve current issues with the water seepage from the underground spring on fields H & I which affects playability during non-weather events. The addition of synthetic turf is a field standard now used on local high school, college and professional fields. This purchase will be made in accordance with an existing interlocal agreement with the Region VIII Education Service Center in Texas. Purchases through this program are authorized under Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the cooperative and a contract was awarded to Geo Surfaces. The Parks and Recreation department and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends approval. KM/BS RESOLUTION NO. 2017-038 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE SYNTHETIC TURF THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies in the State of Texas; and WHEREAS, the Region VIII Education Service Center in Texas is a qualified purchasing program as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has an interlocal agreement with the Region VIII Education Service Center and wishes to utilize an established contract through their Interlocal Purchasing System (TIPS) Program meeting all State of Texas bidding requirements; and WHEREAS, the Region VIII Education Service Center has an established contract with Geo Surfaces under contract no. 4042414, Synthetic or Natural Sports Fields, Courts or Tracks; and WHEREAS, the City of Grapevine, Texas has a need to replace natural turf with synthetic turf; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase a synthetic turf from Geo Surfaces for an amount not to exceed $1,063,000.00 Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said synthetic turf. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 18th day of April, 2017.
