HomeMy WebLinkAboutItem 15 - Trash Compactor Stations MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 18, 2017 SUBJECT: APPROVAL OF A RESOLUTION FOR THE SOLE SOURCE PURCHASE OF TRASH COMPACTOR STATIONS RECOMMENDATION: City Council to consider approval of a resolution for a sole source purchase of trash compactor stations from Adrite. FUNDING SOURCE: Funding for this purchase is available in account 174-74015-312-061 (Trash Receptacle Replacement) in the amount not to exceed $31,398.75. BACKGROUND: This purchase request is for solar powered trash and recycling receptacles for the Oak Grove Ballfield complex to finish out the multi-year project implementation. The rough compaction Bigbelly has replaced 150 open waste and recycling cans with 30 compacting waste and recycling stations at Oak Grove Park. With its ability to compact and send alert messages, we've been able to go from emptying cans throughout the day during busy periods to now collecting at the end of the day. These stations have been well received by our patrons and have really improved the aesthetics of Oak Grove by decreasing litter on the ground due to full containers. The procurement of trash compactor stations will be made as a sole source purchase from Adrite in accordance with Local Government Code Chapter 252, Subchapter B, §252.022. General Exemptions (a) (7) (A). Staff recommends approval. TS/BS RESOLUTION NO. 2017-040 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE TRASH COMPACTOR STATIONS FROM A SOLE SOURCE VENDOR AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (7) (A) to purchase trash compactor stations on a sole source basis; and WHEREAS, The City has a need for additional trash compactor stations; and WHEREAS; Adrite is the sole source provider for trash compactor stations that meet city requirements; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the sole source purchase of trash compactor stations from Adrite for an amount not to exceed $31,398.75. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said stations. Section 4.
