CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5 p.m. II. CITIZEN COMMENTS There were NO citizen comments_ Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments- 1 15 JULY 2015 July 15, 2015 III. APPROVAL OF MINUTES Balla Wright made the motion to accept the minutes as written from the June 17, 2015 meeting; Pat Stinson seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Franks, Jensen and Perkins) Nays: None Absent: Bannister and Vaughn IV. OLD BUSINESS Janet Perkins reported the Foundation currently has 196 active memberships, has received two renewals of membership and donations of$400 for the month. Vice Chairman Melva Stanfield reported the Nash Farm activity for the month of four school groups and six interpretive programs including the very successful Dairy Days and Crops program. David Klempin and Jim Lauderdale "reported on attending the 2015 ALHFAM conference in Williamsburg, Virginia. They noted the care and effort of preserving Colonial Williamsburg dovetailed closely with Grapevine's recognition and conservation of its heritage. Jim announced the 2016 ALHFAM conference would be held at the Louisiana State University's Burden Museums Rural Life Museum on June 10 — 15, 2016. This conference will be nearby in Baton Rouge for anyone who would like to attend educational sessions. Chairman Ratliff thanked them for their report to the board. NEW BUSINESS David Klempin presented the proposed Grapevine Heritage Foundation budget for Fiscal Year 2016. Chairman Ratliff stated he strongly advocated adding animals to the Farm, he saw a need for working animals. Jim stated the AHLFAM session with oxen reminded him how much he missed working them. The board agreed to pursue oxen as part of the FY 2016 budget. Sue Franks made the motion to approve the budget as presented; Balla Wright seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Franks, Jensen and Perkins) Nays: None Absent: Bannister and Vaughn Frances Jensen reported she and co-chair Kayte Roberts had met with staff after the last meeting to discuss prospective homes for the 2015 Candlelight Tour of Homes on November 14, 2015. At this time four owners of homes have confirmed to be part of the tour and two have declined. The committee would meet again after today's meeting. 2 15 JULY 2015 July 15, 2015 Balla Wright updated the board with the current progress on the Foundation's calendar. She passed around a mockup of the wall calendar; they are pricing for 500 calendars at a cost of $3.50 — 4; the committee is asking for a $3,000 budget for the calendar. They have invited the Grapevine Historical Society to have a page in the calendar. Copies of the 2016 calendar will be sent to the active membership, some used as a benefit for new memberships and the balance to the Visitors Information Center (VIC) to sell. VI. LIAISON REPORTS Joe Ann Standlee reported the Grapevine Historical Museum's attendance was going up with good signage in the VIC but a directional sign is needed at the depot. They are preparing to sign off on the completion of installations by the Museum Arts group. Sue Franks reported she attended the Grapevine Convention & Visitors Bureau Advisory Board meeting on June 18 with plans underway for the upcoming GrapeFest events and the Chamber will be holding a casino night. Balla Wright reported as the liaison to the Historic Preservation Commission's meeting on June 24. The Commission had a workshop to review their mission statement and duties required of a preservation commissioner, property rights versus preservation and voted to lengthen case filing procedures to four weeks in advance of the meeting for citizens and the commission's due diligence. VI. ADJOURNMENT Melva Stanfield, seconded by Sue Franks, made the motion to adjourn the meeting at 6:15 p.m. The motion prevailed by the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Franks, Jensen and Perkins) Nays: None Absent: (Bannister and Vaughn) PASSED AND APPROVED BY THE GRAPEVINE HERITAGE FOUNDATION, THE JULY 15, 2015 MINUTES, ON THIS THE 19TH DAY OF AUGUST, 2015.
