CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5:00 p.m. 11. CITIZEN COMMENTS No citizen comments were heard. III. APPROVAL OF MINUTES Janet Perkins made the motion to accept the minutes as written from the January 21, 2015 meeting; Sue Franks seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Stinson, Bannister Franks, Hewlett, Jensen, Perkins and Vaughn) Nays: (None) 18 February 2015 GHF Meeting 02.18.15 IV. WORKSHOP TRAINING SESSION David Klempin the Historic Preservation Programs Manager and Historic Preservation Office.- gave ffice-gave a power point presentation, Historic Achievements in the Township 1865— 2014. This presentation focused on the growth of structures with only 1,200 in 1967, most of these we still have, and now more than 14,000 buildings; these buildings tell the story of Grapevine's history. The 2014/2015 map of the Historic Township shows most of the original structures still there with some new infill. A number of houses have been moved around town. In 2011 the D. E. Box Addition brought in 64 homes under the ordinance; landmarking the addition made grants possible for these "protected" homes. Main Street today is the "heart" of the Metroplex. With so many anxious to move into the Township for its lifestyle, houses were being renovated too large to fit in with the size and scale of the Township. After several large homes were built the need for a strengthened ordinance was realized to protect the original history of this area. The 2013 update to the ordinance limited homes to 3400 square feet with up to 500 square feet detached garage and an up to 200 square feet storage building. Historic homes renovated to meet modern amenities were the Bill Yancey House c.1920; the Floyd Deacon House c.1940; and the Bob Morrow House c.2014. The Commission has felt rewarded, a beautiful family home on East College Street had had to be restructured as business property to survive a bad economy, it has now been purchased by Lemoine Wright to be renovated back to its original grandeur and the family residence it was built to be. A new infill house at 425 East Texas Street c.2012 and the new Convention & Visitors Bureau c.2012 are examples of period appropriate infill. Special care has been given to protect these historic homes with Mayor and City Council approving the new 2013 ordinance, the Historic Preservation Commission and their Chairman of 24 years, Burl Gilliam. With their focus on preservation, the Grapevine Heritage Foundation j works with homeowners once a year to produce the Candlelight Tour of Homes for the public to have a chance to see inside and tour these homes. The Foundation serves as the City's advocates, each year members, at their own expense, attend the National Trust Conference for tours and preservation seminars. These are the keys to Grapevine's success now known as a model preservation program with study groups from Garland, Frisco, Mineral Wells and other cities coming to learn how Grapevine did this. With the commuter rail coming soon there will be an influx of people looking for nearby homes. An area for concern is the Bellaire neighborhoods which include the J.J. Daniel and Sky Harbor Additions consisting of 188 homes. These are an important part of Grapevine's story as mid- century homes were built prior to the coming of the Dallas Fort Worth International Airport. In the past one year period, nine homes have been demolished. Three informational neighborhood presentations were given to educate homeowners with four options in an effort to protect this time period in Grapevine's history. Preservation welcomes the Foundation's support for the Bellaire area, as they supported last year to protect the Wells Fargo building during the same time period. Chairman Ratliff told the board it was important to help unify as part of the Foundation's role is to educate and advocate. He called on Vice Chairman Melva Stanfield to chair this committee and to bring back their proposals before the board. I V. OLD BUSINESS Janet Perkins reported actions taken to increase membership renewals had brought the current number of active member to 142. Melva Stanfield reported on the Nash Farm January numbers I 2 18 February 2015 I GHF Meeting 02.18.15 for attendance and revenue. Jim Lauderdale reported on the success of the Texas Living History Association's conference in Dallas and thanked those who attended. Curtis asked all to support the March 14 Farmhand Recruitment session. The Spring Into Nash steering Committee will meet on February 24 at 8 a.m. V. NEW BUSINESS Chairman Ratliff asked all board members for an advocacy initiative for nominations for the 2015 Preservation Advocacy Awards. All board members were asked to make a nomination to nominate and recognize those who support preservation. I I Joe Ann Standlee, President Grapevine Historical Society invited all to take a newsletter and to join the society. She said they also are preserving as the Foundation does. I VI.
