McCallum David Klempin Mary Bush City Attorney, City of Grapevine Executive Director, Grapevine Convention & Visitors Bureau Historic Preservation Officer Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the Public Hearing to order at 6:00 p.m. He noted the success of the Christmas Capital of Texas and thanked City Council Liaison Paul Slechta and Planning & Zoning Liaison Monica Hotelling for their service to the Commission. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #HL16-09 for the property located at 428 East Worth Street, legally described as Block 33 Lot 6A, College Heights Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND On November 23, 2016, applicant/owners Robert and Jacqueline Kulick submitted an application for Historic Landmark designation, #HL16-09, for the property located at 428 East Worth Street. The house was built in 1909 in the popular Folk -Victorian style. The house is a contributing structure to Grapevine's Original Town National Register Historic District. The property was owned by Bart H. and Harriett (Wall) Starr, Jr. and later their niece, Maxine Winfrey Eidson, and her descendants. The Starr family came to the Grape Vine Prairie by wagon in 1854-55 and were significant in the development of Grapevine and Tarrant County; Bart's father, B. H. Starr, Sr., was Grapevine's first mayor. Bart H. Starr, Jr., served as Tarrant County Commissioner and was a Main Street businessman. Maxine Winfrey Eidson served as Grapevine's librarian, a dietician for the Grapevine Public Schools and as a bookkeeper for several Main Street businesses. The property was sold to a local restoration contractor, David Smith. During his restoration, Mr. Smith sold the property to the current homeowners, Robert and Jacqueline RECOMMENDATION Staff recommended approval of the Historic Overlay #HL16-09 to record the history of the property and to allow the Historic Preservation Commission to have input in the January 25, 2017 HPC\Minutes\2017 2 HPC 01.25.17 future development of the property. A set of the proposed Design Guidelines for the property were presented. Chairman Shope and Commissioner Margaret Telford noted Starr Frank wrote the music to the school song for Grapevine High School. Margaret Telford made the motion to close the public hearing for #HL16-09; Ted Ware seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware) Absent: None Nays: None Margaret Telford made the motion to approve #HL16-09 with the conditions as presented; Chuck Telford seconded the motion which prevailed in the following vote: VQEi-KER Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware) Absent: None Nays: None PUBLIC HEARING BACKGROUND Grapevine's heritage is uniquely preserved in its Main Street and residential historic districts. The City of Grapevine, through the Grapevine Historic Preservation Commission applies the requirements of the Historic Preservation Ordinance to cases for properties with historic landmark designations and properties located within the boundary of the Grapevine Historic Township. Each new case presented at the Commission meetings has unique details and issues requiring thoughtful consideration from the commission. Last year historic preservation staff processed 127 Certificate of Appropriateness applications and eight Historic Landmark cases. Of these, the Commission heard 23 Certificate of Appropriateness cases and eight Historic landmark cases at the regular scheduled meetings. In 2015, the Commission adopted a four-week submission requirement for applications, an increase over the two-week requirement in effect previously, so details of each case could be researched and presented carefully by staff. As the workload has increased over the past two years, the number of cases to be heard by the Commission has also increased. Some months as many as six cases have been submitted by the application deadline to be heard in the upcoming month. The cases have become more complex with many more details to be considered and with square footage maximums to be verified. To help address this, staff is proposing a checklist be completed by all applicants for cases to be reviewed by the Historic Preservation Commission at the Public Hearing and it be submitted with the CA application by the required filing due date. The January 25, 2017 HPC\Minutes\2017 3 HPC 01.25.17 checklist covers many items frequently found to be missing from applications, during the staff review process. A copy of the checklist was attached with the agenda packet memo. RECOMMENDATION Historic Preservation staff recommended the Commission approve the attached checklist to be completed by each applicant for a proposed new build or an addition to be scheduled for Public Hearing at the regular meetings of the Historic Preservation Commission. Chairman Shope asked if this form had been discussed with the Township's frequent users, Mr. Klempin answered yes, he had discussed with contractors Neal Cooper and Dave Smith who were good with it. Chairman Shope noted he had concerns, Ashley Anderson advised to be cognizant of people finding it difficult; Ted Ware advised if people will come with all the information needed, there will be no problem. Margaret Telford said she appreciated the form as she had seen applicants have to return to the following month's meeting due to lack of information needed by the Commission to review and make a decision. Chairman Shope agreed good communication would offer good choices, he asked staff to update the language and bring it back to the next meeting. Ashley Anderson made the motion to table the staff recommendation for a revised checklist; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Derr, Anderson, Cox, Telford, Voelker and Ware) Absent: None Nays: None PUBLIC HEARING BACKGROUND With the popularity of the Historic Township and the need to protect Grapevine's heritage, more cases are being received than in previous years. January 25, 2017 HPC\Minutes\2017 4 HPC 01.25.17 RECOMMENDATION Historic Preservation staff recommended the Commission establish a maximum number of cases to be heard, on any regular meeting agenda, at six cases. Any overage of cases would be carried forward to the next month's meeting. Chairman Shope called for discussion. Ashley Anderson asked if they were making a rule not needed. Ted Ware noted the commission may hear four cases in 45 minutes or sometimes each case is 45 minutes; he added, more of a Historic Preservation staff problem with research and presentation for bringing forth all information. City Council Liaison Paul Slechta agreed staff time was needed to present good solid work. David Klempin agreed saying he currently had 14 cases pending. Ted stated they are not "applicants" until ALL information is complete. Vice Chairman Lee Derr said the cases will continue to increase with the train station coming, more work. Planning & Zoning Liaison Monica Hotelling added the Planning Department had a number of planners, not only one person as David is. Chairman Shope agreed saying one key to the Commission's success was service.
