Lee Derr Vice Chairman Ashley Anderson Commissioner Vick Cox Commissioner Sean Shope Commissioner Margaret Telford Commissioner Ted Ware Commissioner Chuck Voelker Alternate Monica Nance Planning & Zoning Liaison The above Commissioners constitute a quorum with member(s) City Council Liaison Shane Wilanks absent. With the following city staff present: David Klempin Mary Bush Historic Preservation Officer Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Burl Gilliam called the Public Hearing to order at 6:00 p.m. CITIZEN COMMENTS No citizen comments Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. November 19, 2014 HPCIMinutes12014 1 HPC 11.19.14 WORK SESSION David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to review. A. PUBLIC HEARING Chairman Gilliam opened the Public Hearing for #CA14-74 for the property located at 206 South Church Street, legally described as described as Block 13, Lot 13A2, Grapevine, City of, Grapevine, and take any necessary action to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G -Grapevine Code of Ordinances). Chairman Gilliam called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA14-74 was submitted on November 5, 2014 by the applicant, John Bradley, for a new front porch addition to the Russell Halstead House at 206 South Church Street at the corner of Wall Street. Exterior columns would be wood and siding and trim would match the existing. The owner intends to use the house as a residential rental property. The design was developed to be compatible with the original house and to follow the City of Grapevine's Design Guidelines for Historic Residential Structures. While the existing house is not currently Iandmarked, it is located within the boundary of the Original Grapevine Township. The proposed new porch and gable roof would expand the original house foot print; therefore plans must be reviewed by the Historic Preservation Commission. Chairman Gilliam called on the property owner, Mrs. Tonya Bradley, for any comments she would like to share with the Commissioners. Mrs. Bradley said the gable and porch would match the exterior of the house. She said they had applied for a permit to remove the overlay siding and would like to raise the six feet high garage roof, that is presently too low. She said they were renovating the house to use as a vacation rental home, noting there were only 12 similar rentals in the city. November 19, 2014 HPC\Minutes12014 2 HPC 11.19.14 RECOMMENDATION Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA14-74 for the property located at 206 South Church Street, legally described as Block 13, Lot 13A2, City of Grapevine, Grapevine, Texas to Construct a new front porch addition to the Russell Halstead House which has been designed following the City of Grapevine's Design Guidelines for Historic Residential Structures with materials to match the existing house. Vice Chairman Lee Derr asked what material would be used to construct the proposed porch; Mrs. Bradley answered it would be concrete. Margaret Telford moved to close the public hearing; Vick Cox seconded the motion which prevailed in the following vote: Ayes: (Gilliam, Derr, Anderson, Cox, Shope, Telford, Voelker and Ware) Nays: None Absent: (None) Margaret Telford made the motion to approve #CA14-74 with condition as presented; Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: (Gilliam, Derr, Anderson, Cox, Voelker, Shope, Telford and Ware) Nays: (None) Absent: (None) MINUTES Chuck Voelker made the motion to accept the minutes from the October 22, 2014 meeting; Vick Cox seconded the motion, which prevailed by the following vote: Ayes: (Gilliam, Derr, Anderson, Cox, Shope, Telford, Voelker and Ware) Nays: None Absent: (None) November 19, 2014 HPC1Minutes12014 3 HPC 11.19.14 ADJOURNMENT Sean Shope made the motion to adjourn the meeting.
