Scott Williams Director of Development Services/ uilding Official HPC 07.23.14 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas, met in Public Hearing on Wednesday, July 23, 2014, at 6:00 p.m. in the Grapevine Convention & Visitors Bureau, 2nd Floor Boardroom, 636 South Main Street, Grapevine, Texas, with the following members present to wit: Burl Gilliam Chairman R. Lee Derr Vice Chairman Ashley Anderson Commissioner Margaret Telford Commissioner Ted Ware Commissioner Chuck Voelker Alternate Shane Wilbanks City Council Liaison The above Commissioners constitute a quorum with member(s) with Commissioners Vick Cox and Sean Shope absent. With the following city staff present: Paul W. McCallum David Klempin Mary Bush Executive Director, Grapevine Convention & Visitors Bureau Historic Preservation Officer Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Burl Gilliam called the Public Hearing to order at 6:00 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. NO COMMENTS SUBMITTED JULY 23, 2014 HPC1Minutes12014 1 HPC 07.23.14 WORK SESSION David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to review. A. Chairman Gilliam opened the Public Hearing for #CAI4-43 for the property located at 618 East Wall Street, legally described as Block 101 Lot 5, College Heights Addition, Grapevine, Texas and take any necessary action to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G -Grapevine Code of Ordinances). Chairman Gilliam called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA14-43 was submitted on July 9, 2014 by the owner Lauren Jaquess Jackson and Chris Jackson for a revised design to replace the previous Commission approved plans of a new addition to the Craighill Cottage. At the May 28, 2014 meeting of the Historic Preservation Commission the new addition was approved following City of Grapevine Design Guidelines for Historic Residential Structures. The addition has been designed to adhere to the additional provisions of the Grapevine Historic Preservation ordinance adopted in June 2013 including the side yard setback plane. Due to cost issues, the previous design was revised. RECOMMENDATION: Staff recommends approval of Certificate of Appropriateness #CA14-43 with the conditions the revised design for the new addition to follow the Design Guidelines established for the property; and with the condition all exterior materials to include roofing, siding, trim, doors, windows and light fixtures be staff approved under a separate Certificate(s) of Appropriateness; and a permit be obtained from the Building Department. JULY 23, 2014 HPC1Minutes12014 2 HPC 07.23.14 Margaret Telford moved to close the public hearing; Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: (Gilliam, Derr, Anderson, Telford and Ware) Nays: None Absent: (Cox and Shope) Margaret Telford moved to approve #CA14-43 as presented with conditions; Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: All (Gilliam, Derr, Anderson, Telford and Ware) Nays: None Absent: (Cox and Shope) #HL14-05 UPDATE The July 15, 2014 City Council Public Hearing for Historic Landmark Overlay Application #HL14-05 for the property located at 1400 South Main Street, Block 1 Lot 1, First National Bank Addition, Grapevine, Texas. Chairman Gilliam called on David Klempin to give the update. David thanked Council Liaison Shane Wilbanks, Chairman Burl Gilliam, Commissioner Margaret Telford and Melva Stanfield the Vice Chairman of the Grapevine Heritage Foundation for their testimonies to the significance of the First National Bank building designed by the prominent architect, George Dahl and the structure's importance in the history of Grapevine. He also thanked Margaret for her inside knowledge with her family's friendship with Joe Box who built the bank in 1970; and to Commissioner Vick Cox who reminded all of that day's news reporting Dallas' preservation of the Braniff building. David stated Mayor Tate and Councilwoman Sharron Spencer worked out a compromise with the Wells Fargo attorney to save the original Dahl designed 14,000 square feet building. The motor bank drive-thru, accounting building and the two-story addition would not be landmarked. The Planning and Zoning Board had voted 5 — 2 in favor of Landmarking the structure. The Council was ready to vote when City Attorney John Boyle recommended to table the vote until a city ordinance pertaining to the property was corrected. After the corrections are made, #HL14-05 will come back to Council. Council Liaison Shane Wilbanks said David Klempin made the case for Council in his presentation of the importance of this iconic building and the significance of its architect and the building. Shane said the case will come back to Council soon. In the past week, the site plan and the Design Guidelines were provided to the Building & Planning department who forwarded on to the Wells Fargo attorney with whom a meeting is scheduled on Tuesday. JULY 23, 2014 HPC\Minutes12014 3 HPC 07.23.14 MINUTES Chuck Voelker made the motion to accept the minutes from the May 28, 2014 meeting; Ted Ware seconded the motion, which prevailed by the following vote: Ayes: All (Gilliam, Derr, Anderson, Telford and Ware) Nays: None Absent: (Cox and Shope) ADJOURNMENT Ashley Anderson made the motion to adjourn the meeting.
