1. Call to Order
The Grapevine Senior Citizens Advisory Board met at 3:33 PM on April 1, 2014 at
the Grapevine Senior Activities Center.
The following members were present:
Dick Guckel, Chairperson

Kay Blanding-The seniors are ready for the new center to be opened next year.
4. New Business
a. Roy Stewart
-Groundbreaking for the CAC was early March and the temporary location is
between JoAnns and Petco.
-This is his last meeting, as he is not running for city council. He has served
on the council for 18 years.
b. Joetta King-GHA
-There are no vacancies in the GHA units. 26 Grapevine residents are on the
waiting list and there are 220 applications on file for housing. Ethnic
breakdown of current head tenants: 7 Hispanic, 3 Black, 88 White=98.

Section 8 Program has a total of 83 vouchers.Number of persons on the
Section 8 waiting list includes 8 Grapevine residents and 161 total
applications.
-As discussed at the previous SAC Advisory Board meeting,when the
President signed the Appropriations Act in January 2014, it included a
provision requiring Public Housing Authorities to increase their flat rents to
80%of the Section 8 fair market rents. GHA board was updated at the March
meeting on the implementation of the new flat rent provision. The provision
limits the increase for residents to no more than 35% each year until they are
paying the full amount. GHA is waiting for HUD's final wording before
proceeding with an amendment to the Admissions and Occupancy Policy.
Residents who are currently on flat rate rent may determine that income based
rent would be more favorable.
-HUD intends to give PHAs the discretion to apply the increase in flat rate
rents when the resident's next annual rent option or annual reexamination
occurs and a new lease is renewed.
-Residents pay for their gas and electric.
-The turnover per year is about 10-15 residents.
-Grapevine residents get the preference for the units.
-People can apply for several housing units in various cities, as names will be
taken off list if they are accepted somewhere.
-What is the percent of senior residents in GHA?Not sure of exact number but
majority is seniors, handicapped and veterans.
-The family units with 3 bedrooms are the most impacted by the
Appropriations Act. Their flat rate as of now is $519 and will go up to fair
market at$1258. Their rent will then go based on income instead of flat rate.
c. Maryann Waddell-GRACE
-Friends and Family now has 112 clients
-the commodities for February was 94 and March was 93
-The Senior Voice Newsletter was handed out which talked about senior
transportation.
-April is Volunteer Appreciation Month
-There is a picnic with the GHA residents on Worth St.
-GRACE will have a booth at Taste of Grapevine
-2 clients' yards were revamped by Home Depot
-Dianne Hall is a new volunteer for GRACE
d. Trent Kelley-SAC
-SAC is a temporary location for art and yoga classes after SAC hours
- Special lunch at Saltgrass on Monday April 28 for volunteers of SAC.
-AT&T simulcast Friday,April 11
-Perot Museum on Tuesday, April 8
-Kimball Art Trip on Tuesday,April 22
-Sandra's retirement party will be on Wednesday, April 30

-At the CAC they tore down the hockey rink and trees; they saved and
replanted the quality trees.
-Will start building the central utility plant soon.
-The street between the Library and Convention Center is complete.
-Paul Ernst is having AARP driving course on May 13 from 1-5.
-May 16 - 18 is Main Street Days
-The elections will be at the Convention Center.

-Senior Empowerment is October 3.
