HomeMy WebLinkAboutItem 21 - Dock Replacement Components MEMO TO: HONORABLE MAYOR AND MEMBERS OF3HE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER ,1 MEETING DATE: MAY 16, 2017 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF DOCK REPLACEMENT COMPONENTS RECOMMENDATION: City Council to consider approval of a resolution for the purchase of dock replacement components from EZ Dock of Texas, LP through an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard). FUNDING SOURCE: Funding for this purchase is currently available in accounts 113-43355-312-19-GV15G2- 03 (Recreation Facilities Maintenance-Large Park Projects) and 113-43355-312- 19GV15G6 (Recreation Facility Maintenance-Meadowmere Park)for a total amount not to exceed $27,902.39. BACKGROUND: This purchase is to replace lost and/or damaged courtesy docks due to the flood events. Courtesy docks at Lakeview, Meadowmere and Oak Grove will be replaced as well as other locations within the Grapevine Lake Park system as needed. This purchase includes the modular sections and related hardware, connectors, etc. used to size and place the docks according to typical use and demand. This purchase is part of the approved FEMA project list. This purchase will be made in accordance with an existing interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 . Bids were taken by the Cooperative and a contract was awarded to EZ Dock of Texas, LP. The Parks and Recreation department and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would best meet the needs of the City. Staff recommends approval. RS/LW I RESOLUTION NO. 2017-047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE DOCK REPLACEMENT COMPONENTS THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies in the State of Texas; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a qualified purchasing cooperative program as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has established an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has an established contract with EZ Dock of Texas, LP under contract no. 512-16, Parks and Recreation Equipment and Field Lighting Products and Installation; and WHEREAS, the City of Grapevine, Texas has a need to purchase dock replacement components; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of dock replacement components from EZ Dock of Texas, LP through an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) for an amount not to exceed $27,902.39. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said dock replacement components. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of May, 2017.
