HomeMy WebLinkAboutItem 30 - Asbestos Abatement Services MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 16, 2017 SUBJECT: GRAPEVINE DEPOT, HOTEL AND PARKING GARAGE SITE ASBESTOS ABATEMENT PROFESSIONAL SERVICES CONTRACT RECOMMENDATION: City Council consider ratification of Staff's approval of a professional services contract with Terracon for Asbestos Abatement Design, Oversight and Inspection on the City owned building at 815 South Main Street in advance of its demolition in an amount of$14,990.00, approve an amendment to the contract in the amount of $11 ,730.00, authorize the City Manager to execute said amendment and take any necessary action. FUNDING SOURCE: Funding for this contract is currently available in account 177-48810-122-001-17004 (Commuter Rail Station, Land Improvements) for an estimated amount of $26,720.00. BACKGROUND: In preparation for the construction of the depot, hotel and parking garage on the City owned tract at 815 S. Main Street, the existing building and support facilities have to be demolished and hauled off site. The building was inspected by Terracon in July, 2015 with the resulting confirmation of the presence of asbestos in the building. The asbestos had to be removed by a firm qualified to do so. As the development of the project plan proceeded, staff engaged Terracon to assist the City in selecting a licensed firm for the removal of the asbestos and to perform the services necessary to inspect the removal activities and provide onsite air monitoring and a final report issued to TCEQ. The initial contract authorized by City Staff anticipated 15 working days for the contractor to complete the removal and reflected costs associated with this timeline. Difficulties encountered by the contractor extended their timeline by an additional 14 working days. This extension resulted in an additional cost for the onsite services by Terracon. Staff recommends approval.
