CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5 p.m. II. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. 1 17 May 2017 May 17, 2017 GRAPEVINE HERITAGE FOUNDATION SCHOLARSHIP The Grapevine Heritage Foundation's 2017 Scholarship was awarded to Hector Sandoval, a graduating senior at Grapevine High School. Chairman Ratliff said Mr. Sandoval was the epitome of the American dream, moving here when he was six years old and now graduating from high school. He and Treasurer Balla Wright said Mr. Sandoval's essay for scholarship showed his understanding the benefits of hard work. Chairman Ratliff presented the $1,000 award to Mr. Sandoval. Balla Wright gave Mr. Sandoval a large coffee table book of Frank Lloyd Wright's work with his quote "Man's great gift is his vision"; she then presented Hector with a $1,000 check from Wright Construction Company to cover other school expenses. Hector Sandoval will attend the University of Houston this fall to begin his studies for a degree in architecture. III. APPROVAL OF MINUTES Melva Stanfield made the motion to accept the minutes as written from the April 19, 2017 meeting. Balla Wright seconded the motion, which prevailed in the following vote: Ayes: All (Ratliff, Stanfield, Wright, Hummer and Jensen Nays: None Absent: (Stinson, Franks and Perkins) OLD BUSINESS Chairman Ratliff, in Janet Perkins absence, gave the membership report saying the count remained at 202 active members. Donations of$535 were made in April. Vice Chairman Melva Stanfield reported the estimated attendance at Nash Farm for the month of April 2017 was 2,081 visitors. The Spring Into Nash event had 1,000 attending with 255 pony rides, 50 tool boxes built, 62 yarn dolls made, 75 leather pieces stamped and $910 in food sales; total income was $2,784 with $379 being from the new Farm Store sales. Total expenses for the event have not been billed yet. Vice Chairman Stanfield also reported five school tours of the Farm; the success of the Farm to Fork Supper with 80 attending; First Friday and the Cheese Making Heritage Workshop; and the great turnout for the 1860s Vintage Baseball Game. There were two rentals of the Farm for Cannon Elementary School's 5th Grade Spanish/English Class and a tour and luncheon at the Pole Barn for the Bayview Club. Farm Manager Cody Jolliff distributed a list of Sponsorship Opportunities for the 17th Annual Fall Round-Up! October 14, 2017 with the items needed and the level of sponsorship required. He also handed out a Nash Farm Manager's monthly report to the board members asking them to note the new signage, brochures and new cabinetry in the Farm Store. He announced the upcoming events of Dairy Day on Saturday, June 3; an Ice Cream Social, July 15, as an evening event for the community to enjoy heritage games such as croquet, lawn tennis and other activities as they listen to the Lone Star String Band; and in late July, a Nash Farm Teachers'Institute program on 2 17 May 2017 May 17, 2017 monuments and historic structures in downtown Grapevine; and an excursion aboard the Grapevine Vintage Railroad to discuss the people of the 19th century and how rail transportation affected their lives. Cody announced a new assistant would be picking up some shifts at the Farm as needed. Chairman Ratliff noted Bobby Flanagan's work in developing and maintaining the Farm's agriculture history year-round; Cody said they had enjoyed lunch with Bobby and his wife, Nancy, with some others at the Farm today; a lunch made with vegetables Bobby had planted and harvested at Nash Farm. Balla Wright said the Foundation's first academic scholarship had been a success as seen today; it was now time to begin on sponsorships for the fall event. Paula Newman reported the Palace Arts Center (PAC) year-to-date revenues were at 80 percent of last year's numbers, with still five months to go for this fiscal year. With 23 events per month in 2016; they are now in 2017, booking 28 events per month with a variety of music styles and the recent Mother's Day Brunch sold out. They are now painting in Weems Alley and cleaning the stainless steel in the refreshment area. Bob Smeby in Purchasing Services is putting together the request for the roof work needed. P.W. McCallum spoke regarding the recent discussion of keeping the theatre's marquee lit in the evening hours, saying the tradition in the theatre is when the marquee is lit there is an event in process; but when no event, the marquee is not lighted. The actual "Palace" sign is lit all nights, the theatre will continue to follow Broadway's direction of lighting the marquee only when an event is drawing folks in to the auditorium. NEW BUSINESS Frances Jensen discussed the Foundation's newsletter, The Vintage Vine, to get back into production. She gave the board a print-out of the quarterly dates for the coming year with June 26th as the next date for the July/August issue. The board was reminded to register for upcoming conferences for the 2017 ALHFAM Annual Conference, June 9 — 13, 2017; ALHFAM for late September at the Stuhr Museum of the Prairie Pioneer in Nebraska; and the 2017 National Historic Preservation Conference in Chicago, Illinois, November 14 — 17, 2017. David Klempin reported the Historic Preservation Commission was seeing much activity with four cases on the agenda. The Foundation has celebrated Neal Cooper with a 2016 Preservation Advocacy Award and now his draftsman with a 2017 Preservation Advocacy Award for his design work maintaining the essence of the Historic Township. Last night, the City Council approved Kosse Maykus' plans for a new retail building at Northwest Highway and Austin Street; the building will have a non-advertising mural on the Austin Street side, celebrating Grapevine's heritage. P.W. McCallum suggested a mural reflecting the Simmons' Horse & Mule business. He said the Foundation's 2017 Preservation Advocacy Awards were the best ever. 3 17 May 2017 May 17, 2017 DISTRIBUTION OF LIAISON REPORTS Convention & Visitors Bureau — Balla Wright reported the Visitors Information Center and the museums had 6,600 guests in April; the New Vintage Wine Trail at the Gazebo was a success; Day Out with Thomas was up $10,000 with no discounts and some rider tickets down due to weather. Online residential home leases such as Airbnb and Vacation Rentals by Owner (VRBO) were discussed as to the effect on neighborhoods and the hotel occupancy taxes not received. The Grand Hyatt was rated in the Top Five Hotels in the World. And new businesses coming to Historic Main Street were San Daniele Italian cuisine, Mason & Dixie Tearoom and Underwood Leathers. Historic Preservation Commission — Chairman Ratliff said a normal meeting with lengthy discussion on the house at 512 Estill Street with the large fence. City Council Liaison Mike Lease introduced Teri Rhodes of Keller-Williams Realty who had sat in on this meeting.
