McCallum Executive Director, Grapevine Convention & Visitors Bureau Paula Newman Director of Operations David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the meeting to order at 6 p.m.; he welcomed all and thanked the Convention & Visitors Bureau staff and the Grapevine Heritage Foundation for a great Main Street Fest, May 19 — 21, 2017. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request May 24, 2017 HPC\Minutes\2017 1 HPC 05.24.17 form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA17-40 for the property located at 504 West College Street, legally described as Block 5 — 7, Lot 5C, Grapevine, City of, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA17-40 was submitted by the applicant, David Smith, on April 21, 2017 to construct a new one-story addition in the rear of the existing home and to construct a new 624 square feet two-car detached garage with extra storage. The house is a contributing structure to the College Street Residential Historic District. It was originally built in 1865 and an addition was constructed in 2008. The Folk Victorian style house was once located on Main Street, it was relocated to the present site in the 1940s. The two-story original house features a gable roof with a pair of dormers to either side of the center entryway and matching pairs of windows on the first and second floors. The plans for the house renovation, new additions and garage were developed following the Design Guidelines and the provisions of the 2013-23 update to the Preservation Ordinance. The original house with the 2008 addition contains 1 ,890 square feet of living area. The proposed new addition contains 1 ,510 square feet bringing the total to 3,400 square feet of living area, the maximum square feet allowed by the 2013-23 Ordinance. RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA17-40 for the property located at 504 West College Street, legally described as Block 5-7, Lot 5C, Grapevine, City of, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: to remove the non-original wood deck at the rear of May 24, 2017 HPC\Minutes\2017 2 HPC 05.24.17 the existing house; to construct a new one-story addition; and a new two-car detached garage with the condition a variance be granted for a 624 square feet garage with storage; as per the attached plans following the Design Guidelines established for the property located within the College Street Residential Historic District; with the conditions a building permit be obtained from the Building Department and all exterior materials, windows, doors and door hardware, light fixtures and paint colors be approved under a separate Certificate(s) of Appropriateness. The Historic Preservation Officer, CVB Director and Building Official recommend a variance be granted to increase the garage maximum size of 500 square feet, to 624 square feet, by using 124 square feet from the maximum of 200 square feet detached storage building allowed by the Ordinance. Total for the house and garage with storage would be 4,024 square feet which is less than the 4,100 square feet maximum square feet for all structures on the site. The site is 21,300 square feet in size, with proposed building coverage of 16% (maximum coverage is 40%). Chairman Shope asked the applicant/owner, David Smith, to comment on his project and take questions from the commission. Mr. Smith stated his home is a beautiful, iconic house in Grapevine, the kind of home you want to visit; not live there. He said the house is basically a one bedroom, one bath home. Mr. Smith said they want this property to be their family home; he has a son who is getting married soon and they also have a daughter. He stated this proposed plan was not like his first of marrying Mid-Century to Gothic, which was rejected. He said his plan now was to evoke the house's historic roots with how they want to live, with a big bedroom and bath. A letter of support was received from H.J. and P.J. Heitz of 416 West College Street. Chairman Shope called for any questions from the commissioners. Margaret Telford made the motion to close the public hearing for #CA17-40; Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: 5 (Shope, Anderson, Cox, Telford, Voelker) Nays: None Absent: 3 (Derr, Ware and Gilliland) Commissioner Chuck Voelker said this was the third month in a row to ask for a variance, asking should the ordinance be changed, or stop before 124 square feet becomes 200 square feet; asking do you want 700 square feet garages? David Klempin said this was a large lot and would not affect any neighboring homes. Chairman Shope said this is where he appreciates the new checklist portion of the Certificate of Appropriateness with the numbers and percentages stated; he asked for any further comments. Commissioner Ashley Anderson said she did like and appreciated all the work being in the rear of the existing home, with respect shown to the original home; Commissioner Margaret Telford agreed. PUBLIC HEARING Chairman Shope opened the Public Hearing for #HL17-02 for the property located at 518 Estill Street, legally described as Block 102, Lot 6, College Heights Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND On April 21, 2017, applicant Neal Cooper submitted an application for a Historic Landmark overlay #HL17-02, for the property located at 518 Estill Street, College Heights Addition, Grapevine, Texas. The house was built in 1948. The post-World War II Minimal Traditional style house is typical of many constructed in Grapevine during the period. The house is not a contributing structure to Grapevine's College Heights Addition. The house contains 678 square feet and is rectangular in plan with a projecting gable over the front door and gable roof over the entire house. It features a centered front door with a pair of windows on the right indicating the living room and a single window on the left indicating a bedroom. The house is clad in No.105 wood siding and is on a pier and beam foundation; the roof is clad with asphalt shingles. Inside, the front door opens directly into the living room with an attached dining/kitchen beyond. To the left of the doorway are two bedrooms and a bath. The 678 square feet house is positioned toward the front of the lot which is 6,435 square feet in size; the house covers 10.4% of the lot. This lot was originally owned by Ms. Mann Trice, a relative of Helen Jean Lucas Reed and Joe Wright. In 1945 it was sold to Mr. Earl Shockey who constructed the house on the site. Mr. Shockey was the son of Isaac Nelson Shockey and Sarah Jane Hillard Shockey who married in 1882 and came to Northeast Tarrant County near Roanoke in 1886 from Fayette County, Illinois. They had 13 children, the youngest of whom was Earl Shockey who owned the property until 1960. In 1960, Mr. Shockey sold the property to Brother Ed Vinson, the pastor of the Mt. Gilead Baptist Church in Keller; the owner of The Color Spot paint store on Main Street; and a Sherwin-Williams regional May 24, 2017 HPC\Minutes\2017 4 HPC 05.24.17 representative. The house has served as rental property for many of its years. RECOMMENDATION Staff recommends the Historic Preservation Commission approve the proposed Historic Landmark Sub-district overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following property addressed as: 518 Estill Street, legally described as Block 102, Lot 6, College Heights Addition. The house at 518 Estill Street was not a contributing structure to the College Heights Addition. Chairman Shope called on applicant Neal Cooper to speak on behalf of the property. Mr. Cooper said it had been tough to deal with the house because of its size, but it would work as a garage without damaging the exterior structure. Mr. Cooper said the proposed plans for the new house would add variety with the curved "swoosh" roofline and would make a nice addition to the street. Chairman Shope called for questions from the commission. Vick Cox made the motion to close the public hearing for #HL17-02; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 5 (Shope, Anderson, Cox, Telford, Voelker) Nays: 0 (None) Absent: 3 (Derr, Ware and Gilliland) It was noted again, it was not a contributing structure but the Historic Overlay would retain the culture of post-World War II and society of this period; Margaret Telford added it was from the period when Grapevine Lake was being built. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA17-53 for the property located at 518 Estill Street, legally described as Block 102 Lot 6, College Heights Addition, Grapevine, Texas and take any necessary action. May 24, 2017 HPC\Minutes\2017 5 HPC 05.24.17 Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA17-53 was submitted by the applicant Neal Cooper on April 21, 2017, to move the existing house to the rear of the lot and renovate it to serve as a detached two-car garage; and construct a new period style house on the lot. The builder developed a plan to repurpose the 678 square feet house on the lot. It would be moved to the rear of the property to serve as a two-car detached garage. The garage door would be installed on the rear of the house at the rear access drive. The length of the house would be reduced by four feet resulting in a garage structure of 590 square feet. The original front of the house with porch and gable would be maintained facing into the backyard, giving the appearance of a detached guest house. The new period style house would contain a total of 2,561 square feet of living area (less than the maximum of 3,400 square feet allowed by the 2013-23 Preservation Ordinance). The house would include a living room, dining room and kitchen, an office, half-bath and master bedroom with bath, on the first floor; and a loft, two bedrooms and a bath on the second floor. The lot size is 7,000 square feet and the total building coverage is 38% (maximum coverage of 40%). RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA17-53 for the property located at 518 Estill Street, legally described as Block 102, Lot 6, College Heights Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: to move the existing house to the rear of lot and renovate it to serve as a detached two-car garage; and to construct a new 1 '/2 story period style house; as per the attached plans following the Design Guidelines established for the property, with the conditions a building permit be obtained from the Building Department and all exterior materials, windows, doors and hardware, light fixtures and paint colors be approved under a separate Certificate(s) of Appropriateness. David Klempin said Historic Preservation staff had put a lot of thought into this so as not to demolish another house, but to repurpose to an old and new combination. Commissioner Voelker asked about the garage on the adjoining properties scale context page to verify the garage shown was at the neighboring 512 Estill Street; it was. May 24, 2017 HPC\Minutes\2017 6 HPC 05.24.17 Margaret Telford made the motion to close the public hearing for #CA17-53; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 5 (Shope, Anderson, Cox, Telford, Voelker) Nays: 0 (None) Absent: 3 (Derr, Ware and Gilliland) Applicant Neal Cooper said the roofline referred to as the "swoosh" came from The Cameron Lumber house plans and should be referred to as the "The Cameron Lumber swoosh"; Commissioner Cox said the original Cameron Lumber swoosh house was two to three houses down from his home in the Township. Commissioner Cox asked Mr. Cooper if it would have been within his rights to demolish the existing house, it was agreed he could have but yielded to the Historic Preservation Commission's charge to save any original heritage; Commissioner Cox expressed his appreciation for saving the small house. Chairman Shope asked about the roof on the west elevation, if anything could be done to break up the massing with a window or dormer; Commissioner Voelker agreed it was a good suggestion. Chairman Shope asked Mr. Cooper if it would be palatable to him to address this, Mr. Cooper said he would check if the lower plane could be raised and he would consider a dormer. Ashley Anderson made the motion to approve #CA17-53 with the conditions as presented; a garage variance to 590 square feet; and the applicant would work with staff to address the roof massing on the west elevation; Chuck Voelker seconded the motion which prevailed in the following vote: Ayes: 5 (Shope, Anderson, Cox, Telford, Voelker) Nays: 0 (None) Absent: 3 (Derr, Ware and Gilliland) ..................... PUBLIC HEARING At this time, Chairman Sean Shope recused himself from the Public Hearing, for Item D, the review of#CA17-54, with a signed and notarized affidavit of conflict of interest. He called upon Commissioner Ashley Anderson to complete the meeting as the chair. Commissioner Anderson opened the Public Hearing for #CA17-54 for the property located at 309 South Main Street, legally described as Block: 20, Lot 1-2-S '/2 3 & BILK 19 LOT 13, Grapevine, City of, Grapevine, Texas and take any necessary action. Commissioner Anderson called on David Klempin to present the case. BACKGROUND May 24, 2017 HPC\Minutes\2017 7 HPC 05.24.17 On April 26, 2017, Architect Nicholas Cade submitted an application for Certificate of Appropriateness #CA17-54 for a new business building to be built on the parking lot at the southeast corner of South Main and East Texas Streets; and for the construction of a new second floor addition to the adjoining existing retail building. The property is landmarked, zoned retail and is located in the Central Business District (CBD). The proposed use of the building and new addition is for retail and a restaurant. The proposed project would allow Napoli's Restaurant to expand its services with a banquet room and outdoor dining space; it would also create a courtyard surrounded by retail spaces. The buildings proposed follow the Design Guidelines, reflecting the period of significance for the Main Street Grapevine Commercial Historic District of 1870 — 1930 and incorporates elements of the City of Grapevine's Design Guidelines for Historic Commercial and Residential Buildings. A parking study was undertaken and a proposed parking plan has been developed for the buildings. The new building combined with the second floor addition on the existing building would bring the total project to 17,704 square feet. The lot size is 9,776 and the impervious area is 95% of the lot; the proposed building height is 33 feet. The combined building would contain 1,910 square feet of retail; 5,189 square feet indoor dining; and 1,201 square feet for an outdoor courtyard on ground level. The second floor would consist of 2,840 square feet retail; 2,449 square feet dining; 340 square feet office; and 140 square feet for storage. The facades of the new building were developed to be compatible with the Wallis Hotel across Texas Street. The second floor addition on the existing building is stepped back to allow for the outdoor dining terrace and utilizes design elements consistent with the existing structure. The Historic Preservation Commission's charge is only for the "design appropriateness" of the plans for Historic Main Street. RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions the request for Certificate of Appropriateness #CA17-54 to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for property addressed as 309 South Main Street, and legally described as Block 20, Lot 1-2-S 1/2 3 & BLK 19 LOT 13, City of Grapevine, as follows: for the construction of a new two-story building with a courtyard in the existing parking lot; and to construct a second floor addition on the existing retail building as per the attached drawings with the conditions a building permit be obtained from the Building Department and all exterior materials, windows, doors and hardware, light fixtures and paint colors be approved under a separate Certificate(s) of Appropriateness. Commissioner Anderson called on Brett Kinzel of Napoli's Italian Cafe & Confectionary to come forward and comment. Mr. Kinzel said his business had grown and he was now having to turn away events for parties of 50 to 75 people; with this he also realized May 24, 2017 HPC\Minutes\2017 8 HPC 05.24.17 the need for more retail space on Main Street. He would like to include more outdoor space on ground level and upstairs above Main Street. Lemoine Wright of 213 East College came forward to support Mr. Kinzel's plan to expand. He said Lisa and Brett Kinzel had gained the respect of Grapevine and shown their respect to Grapevine. Mr. Wright said he liked the outdoor terrace dining for the very vibrant night life now on Main Street and asked the Commission to look favorably on this endeavor. Margaret Telford made the motion to close the public hearing for #CA17-54; Vick Cox seconded the motion which prevailed in the following vote: Ayes: 4 (Anderson, Cox, Telford, Voelker) Nays: 0 (None) Absent: 4 (Shope, Derr, Ware and Gilliland) Commissioner Telford said this was an excellent job; Commissioner Anderson agreed saying the plans were lovely and to remember the applicants would work with the Planning & Zoning Commission for discussion of "parking". Commissioner Cox said the balance with the Wallis Hotel was excellent; but the entrance to the courtyard would need more work. Staff agreed the courtyard needed to be studied. Mr. Kinzel said they had tried to recreate the Blacksmith's Shop, this is the actual location of Grapevine's original blacksmith and they planned a blacksmith built water feature in the courtyard.
