Call to Order The Grapevine Senior Citizens Advisory Board met at 3:30 PM on April 5, 2011 at the Grapevine Senior Activities Center. The following members were present: Dick Guckel, Chairperson Tena Burrell, Co-Chairperson Pam Price, Secretary Kay Blanding, new member to the board Carey Miller Francia Arrigan, Ex-offico, GRACE Joetta King, Ex-offico, Housing Authority Dorothy Kritz, Ex-offico, Grapevine Senior Activities Center Others present: Eileen Hinson, Assistant Senior Programs Supervisor Chris Smith, Recreation Superintendent, Parks & Recreation Trent Kelley, Recreation and Senior Programs Supervisor Roy Stewart, City Council Member Liaison Those not present: [dell Bowker, Ex-officio, GRACE Paul Ernst 2. Welcome Guests Doug Evans, Director, Grapevine Parks and Recreation 3. Consideration of minutes for February 15, 2011 meeting The minutes were approved as read. 4. Citizen Requests There were no requests to be brought before the Board. 5. New Business a. Senior Task Force update—Carey Miller, liaison to Commissioner Gary Fickes' office, reported that the Senior Task force meeting, spearheaded by 1/5 C Commissioner Gary Fickes, was held April 1, 2011. The 8:30 AM meeting convened at the Northeast Sub-Courthouse in Hurst. After the Commissioner's comments his Executive Assistant, Carolyn Sims, gave updates on Senior Transportation Services and the recent Tarrant County Transportation Conference. Rebecca Barksdale addressed the Empowering Seniors Program. The third Annual Expo is set for October 7, 2011. Kay Barkins gave an in-depth presentation on TarrantCares.org. This is a "one stop shop" website with great community support resources pertaining to Children & Families, Senior/Adult Disabilities, Veterans & Families and many other topics. Visit www.TarrantCares.orq for additional information. The next Commissioner Newsletter is due April 4, 2011 with the regular coffee gathering set for Friday April 8, 2011. The Task Force will continue to meet at 8:30 AM on designated Fridays. The meeting ended with an open forum. (bv Tena Burrell added to the discussion about the Empowering Seniors Program. The annual Expo has vendors who pay fees for either booths or tables. Speakers, programs such as SALT, lunch are all a part of the Expo. The SAC had its own table and representation where it could tell about our own SAC and city. b. Housing Authority update—Joetta King Forty storm doors were installed on the West Worth Street units. Additional parking spaces as well sidewalks adjacent to the parking area were installed on West Worth Street. Tree pruning was done on all properties. c. A Smoke-Free Housing Policy was approved to be in effect as of March 2011. Smoking is not permitted in buildings including the apartment units. There has been an issue with secondhand smoke. All tenants were notified of this policy change. Any deviation from the smoke-free policy by any tenant or their guest will be considered a lease violation. Three violations will result in an eviction or non-renewal of lease. Smoking outside the building is acceptable, but smoking on porches and yard area of buildings is permitted only where all residents are smokers. Carey Miller asked if there was a program in place to help residents stop smoking. The hotline number"211"—the Area Aging and Disability Recreational Center (ADRC) might have a program for assisting people who want to quit smoking. The question was brought up wondering in Housing Authority leader Debbie Wells will be able to enforce this policy. A/C 2/5 C filters are changed and there will be inspections of the apartments to check for smoking. It is likely that the residents will help control this problem by reporting any who violate the policy. d. GRACE update— ldell Bowker and Francia Arrigan 1) ldell was unable to come to the April 5th meeting but sent her report. We have matched the first 25 seniors in the Friends and Family program with a volunteer. The volunteers have been taken out and introduced to their seniors and visits were done. The volunteers are looking forward to working and helping out their seniors. Anyone wanting tickets to the Great Taste of Grapevine on April 7th, should let !dell know. The tickets cost $30 each; this is a very fun evening. 2) Francia updated the Board on GRACE activities. There were 86 groceries baskets delivered to senior. As of April 5th, the "Friends & Family" Senior Pilot Program has 24 seniors, and volunteers are already matched and working with them in building relationship and facilitating more services for the seniors. Francia offered this Clarification about the volunteer insurance; if this is covered by the organization, every senior participating within this (w program has already signed a "waiver of liability" to agree release the organization and its volunteers from any and all actions, claims, suits or demands. Volunteers also signed within the application process that they are responsible to have insurance to cover their own personal health and property (including vehicle) while volunteering. There have been 398 families helped by GRACE. A community partnership will be established between First United Methodist of Grapevine and GRACE to outreach families at Shady Oak trailer park. GRACE is working with Northeast Arts Council and First United Methodist to organize a GRACE summer camp for children. 100 low-income children will enjoy a full week of many activities which would include arts, craft, dance and fitness among other exciting activities. e. Senior Activities Center update-Chris Smith and Eileen Hinson 1) Chris introduced Doug Evans, Director of Parks and Recreations, to the Board. Doug gave an update of the Citizens Surveys and Focus Meetings. The last Parks and Recreations Master Plan was approved by the City Council in July of 1999 so an update in the plan was needed. A Public Meeting will be on the Master Plan will be held on April 12 at 7:00 PM at 3/5 , . C the Lancaster Theatre. Another Public and approval of the plan will be held on May 17th in the City Council Chambers at City Hall. 2) Chris reported to the Board that there have been several changes in staff positions and titles recently. Trent Kelley, who has been the Community Activities Center Supervisor, will now be titled Recreation and Senior Programs Supervisor. He will oversee all of the Supervisory duties for the CAC and the SAC. Trent will be the go to guy on staffing issues, long range planning, and joint programming of the SAC and CAC. The titles of SAC Director and Assistant Director are not used any longer. Eileen has been promoted to the position of Assistant Senior Programs Supervisor. She will report directly to Trent Kelley. Eileen will be responsible for the day-to-day programming and being the face of the SAC. All duties that were once the responsibility of the past Director are being divided between Eileen and Trent. The position of Assistant Director has been changed to "Lead Recreation Specialist." This past week Trent and Chris went to the Vacant Position Review Committee and were given approval to post and hire for the Lead (ir Recreation Specialist position. Last week, Trent and Chris also brought forward another change. It has been decided that the previous position of Instructor is being changed to another Recreation Specialist. The position review committee also agreed with this position change and has allowed us to post and hire for this position. Internal and external candidates can apply for the jobs. Once these two positions have been filled the SAC will be back to full staffing level. 2) Eileen Hinson reported that the SAC took 2 busloads of participants to Covenant Christian Academy for the dress rehearsal of"Oklahoma"on March 25. An annual invitation to their musicals is the school's gift to seniors in the community and it is always a very nice event. AARP Tax Aide continues through April 13. Certified volunteers see 21 clients every Wednesday. The SAC staff is attending CPR and First Aid classes on April 18 and 19. A Senior Golf Tournament is being planned for April 21 at the Grapevine Golf Course; Bobby Wise will coordinate the tournament. On April 28, the SAC is taking 26 seniors to the Rangers game. 4/5 C . • (Pv Matter of Balance is a 4-week class designed to help adults reduce their fear of falling through group discussion, problem-solving strategies and increasing the physical activity levels of those who have concerns about falls. This class met on Tuesdays and Thursdays, March 8-31. It is offered 2-3 times per year depending on interest. 6. In closing, Chairman Dick Guckel commented that he would be gone for the June and August Board Meetings.
