SUBJECT: AWARD OF ENGINEERING SERVICES CONTRACT — RAW
WATER IMPROVEMENT PROJECT, SITE STUDY AND
APPROPRIATION ORDINANCE
RECOMMENDATION
City Council consider:
• Awarding the Engineering Service Contract for the Water Treatment Plant raw
water line and pump station siting study with Parkhill, Smith & Cooper, Inc. in the
amount of $138,954.00;
• Adopting an ordinance amending the FY 17 Capital Budget in an amount of
$150,000.00 for Engineering Services;
• Authorizing staff to execute said contract;
and take any necessary action.
FUNDING:
Funding for this purchase is currently available in account 201-48930-534-0-170002-2
(2015 C.O. Bond Sale) in the amount of $150,000.00.
BACKGROUND:
The City of Grapevine's Water Treatment Plant is served by a raw water pump station
and two raw water lines each just under a mile in length from the dam outfall to the
Water Treatment Plant. The 12" line was constructed in 1962 and the 20" waterline in
1983. Both lines have had failures that necessitated shut down of the water plant. The
Pump Station pumps are within the floodplain and the controls have experienced
numerous problems throughout the years due to age of equipment and exposure to the
elements. The Raw Water pump station was built in 1976 and replaced the original
pump station that was built in 1962 that now pumps raw water to the golf course.
Since both the pump station and the raw water lines are critical for the water treatment
plant to produce water, staff has identified a need to replace this infrastructure. In
addition to the needed replacement, the US Army Corps of Engineers are assessing the
dam for future improvements and the potential institution of a buffer zone. While we
would normally just replace the lines and pumps near their current location, the Corps
will not allow us to replace the raw water lines nor the pumps station as close to the dam

as they exist today due to this buffer assessment. The Corps is currently determining the
required distance our facilities will need to be from the dam, and this contract will provide
assistance to City Staff in addressing the proposed buffer.
This engineering services contract will provide siting recommendations and collaboration
with the US Army Corps of Engineers for finding an acceptable route for the new raw
water lines as well as a location for a new pump station. There is also a waterline
serving the golf course that will need to be replaced and moved to a new location to
avoid conflict with the buffer zone. This line will improve fire protection to the Grapevine
Golf Course Clubhouse area and will be a first step to completing a loop of the City's
water system in the area per the master plan.
The engineer will analyze options to reduce City pumping costs, including using the
existing hydraulic head that the dam produces.
This siting study is anticipated to take approximately six months, dependent on Corps
input. Once completed a second design phase contract will be brought before the City
Council to complete the design based on the findings of this siting study.
Parkhill, Smith & Cooper, Inc. is very capable and has provided this type of design
service throughout the state of Texas and others. The principal engineer has worked
with the City of Grapevine in the past with very good results. Most recently, he has
provided design services to us for the waste water treatment plant filters.
Staff recommends approval.
ORDINANCE NO. 2017-035
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2017, PROVIDING FOR THE TRANSFER OF
THE FUNDS; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to maintain its Water
System with regular upgrades, maintenance, repairs and updates as necessary; and
WHEREAS, funding for the siting study in advance of design phase services for the
Water Treatment Plant Raw Water Pump Station & Supply Line Improvements is not
currently included in the FY 2016 -2017 Capital Improvements Plan Budget; and
WHEREAS, siting study is the first step in the design and construction of the Water
Treatment Plant Raw Water Pump Station & Supply Line which is necessary to insure
optimum operation of the Water Treatment Plant.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $ 150,000 be
appropriated from the 2015 Certificate Obligation Bonds to the FY 2016-2017 Capital
Improvements Plan budget for the siting study and contingencies relative to the Water
Treatment Plant Raw Water Pump Station & Supply Line Improvements Project.
Section 3. That a copy of the revised FY 2016-2017 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
