HomeMy WebLinkAboutItem 19 - Epoxy Flooring System MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL 01— FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 20, 2017 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE AND INSTALLATION OF AN EPDXY FLOORING SYSTEM AT FIRE STATION NO. 5 RECOMMENDATION: City Council to consider approval of a resolution for the purchase and installation of an epoxy flooring system at Fire Station No. 5 from Retail Commercial Flooring, Inc. through an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard). FUNDING SOURCE: Funding for this purchase is currently available in account 174-74004-118-007 (Fire Station Repairs & Maint.) for a total amount not to exceed $28,300.00. BACKGROUND: This request is for the three apparatus bay floor at Fire Station No. 5 that is approximately 15 years old and is showing signs of cracking and chipping in various locations of the floor. The floor has also lost the non-slip top coating that was applied. The new floor system will consist of a primer coat, base coat with sand broadcast, top coat and seal coat. The floor will have a non-slip finish. Retail Commercial Flooring, Inc. will grind the old epoxy floor coating off in preparation for the new floor. This purchase will be made in accordance with an existing interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 . Bids were taken by the Cooperative and a contract was awarded to Retail Commercial Flooring, Inc. The Facility Services and Purchasing staff reviewed the contract for departmental specification compliance, service and pricing and determined that the contract would best meet the needs of the City. Staff recommends approval. CH/LW I A RESOLUTION NO. 2017-061 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE FOR THE PURCHASE AND INSTALLATION OF AN EPDXY FLOORING SYSTEM FOR FIRE STATION NO. 5 THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies in the State of Texas; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a qualified purchasing cooperative program as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has established an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has an established contract no.476-15, Flooring-Indoor/Outdoor and Sports Surfaces with Retail Commercial Flooring, Inc.; and WHEREAS, the City of Grapevine, Texas has a need to purchase and install an epoxy flooring system for Fire Station No. 5; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase and installation of an epoxy flooring system for Fire Station No. 5 from Retail Commercial Flooring, Inc. through an interlocal agreement with The Local Government 4 Purchasing Cooperative (BuyBoard) for an amount not to exceed $28,300.00. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said epoxy flooring system. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 20th day of June 2017.
