Call to Order The Grapevine Senior Citizens Advisory Board met at 3:38 PM on February 7, 2012 at the Grapevine Senior Activities Center. The following members were present: Dick Guckel, Chairperson Joetta King, Ex-offico, Housing Authority Dorothy Kritz, Ex-offico, Grapevine Senior Activities Center Kay Blanding Tena Burrell, Co-Chairperson Pam Price Francia Arrigan, Ex-offico, GRACE Vicki Yarnell, GRACE Carey Miller . Paul Ernst Others present: Trent Kelley, Senior Activities Director Roy Stewart, City Council Member Liaison Megan Atkins, Recreation Specialist: Senior Activities Center Those not present: Francia Arrigan, Ex-offico, GRACE 2. Welcome Guests Steve Norder, Courier Star-Telegram 3. Consideration of minutes for December 6, 2011 meeting Approved 4. New Business a. Joetta King- Housing Authority There are no vacancies in the Public Housing units. Currently,the Public Housing waiting list has 136 people on it which includes 46 Grapevine residents or persons working in Grapevine. There are 98 units and there is a 4110 turnover of approximately 10 units a year. The Section 8 program has a total of 321 people on the waiting list and 33 of those are Grapevine residents or t III persons working in Grapevine. There were only 5 turnovers last year(83 vouchers). The waiting list has not been open for several years. The board approved the opening of the waiting list for Public Housing and will be accepting applications for a 4 hour period. The date will be determined by staff based on having the Housing Pro application module/software installed to assist with processing applications. The HUD subsidy is still undetermined,but GHA should receive 78% of the total operating subsidy calculation. When the GHA budget was prepared, it was based on a very conservative operating subsidy. So,we should get approximately$32,000 more than what was budgeted. However, the GHA is judiciously researching needs for improvements in units and the property that would reduce the reserve funds down to HUD's allowed reserve of six-month-operating expenses. Getting the reserve fund down to this level would alleviate HUD recapturing funds (reducing the GHA subsidy). Damaged showers in the family units were recently replaced. Eleven more units will have cabinets replaced which will conclude the cabinet project and damaged storm doors will be replaced using the same brand as were recently installed on Worth Street. Evaluation of additional improvements and needs will be considered at upcoming meetings after reviewing recommendations of a consultant as well as suggestions made by staff. -Dick: What budget year was the 78% subsidy regarding? . (Joetta) The GHA budget that was being discussed was for 2012. -Dick:What percentage of the GHA expenses is paid for by the City of Grapevine? (Joetta)None. The GHA rents and HUD subsidy are the basis for budgeting and expenditures. Although technically the director and maintenance person are city employees, the city is reimbursed through an Interlocal Agreement with the GHA. -Roy: How many households are there by HUD? (Joetta) There are 98 households, the size of unit is based on a family or individual numbers. b. Vicki Yarnell- GRACE -The cabinet project: Where Vicki and volunteers go into seniors homes and empties their cabinets. -Tena: Does this allow more volunteers? (Vicki) This allows her to open more doors to bring in more volunteers to help with the project. -Joetta: Do seniors contact for specific help or repair? (Vicki) The seniors do not realize GRACE provides extra food and other services for them. GRACE has a warehouse that was donated that stores walkers,wheelchairs and other items people can use. II -Dick: Include the GRACE information in the HUD bulletins or newsletters. . • ® -North East Senior Leadership-central transportation system for seniors. -Carey: Seniors call one number in NE Tarrant County to provide routes to centers. Trying to have a specific day of the week to provide transportation to the mall, an event or a specific spot. They need buses, vans or vehicles donated weekly or monthly. The gas bill is unknown at this time. -Tena: Who would you report back to with questions or concerns on the project? (Carey) The Commissioner's office has a County Wide Transportation System who is coordinating the project. -Trent- Eileen attended a meeting for the plan. They are looking for a common game plan with NETS, ARC and other organizations. Grapevine's main focus is for Grapevine seniors, we will lend experience and feedback for the project though. Grapevine has a program called Senior Movers, Grapevine residents are transported to and from doctors appointments by volunteers. -Main focus of this project is for seniors to connect to other cities through transportation, which will have a network throughout multiple cities. -The insurance, liability, use, and gas of the vehicles and drivers are a concern. -Compass Church is looking into helping with the project. -Dick: Have GRACE send anybody to the Grapevine Senior Center to do their taxes. • (Vicki) GRACE already has a place at their building for people to do taxes from now until April 15t with five sessions and various hours. c. Trent Kelley- Senior Activities Center -AARP Tax Aid being held every Wednesday at the center from 8am to 2pm. -Bobbie Anderson has resigned from the senior center, she has accepted a position with her former employer Enterprise. -Health Break- Living with your children was held today at the center and 36 seniors participated. P.H.D. Milo Bennington was the speaker. -Megan is taking a group of seniors to Babe's Chicken on Thursday the 9t. -Saturday the 11th we will be hosting the Valentine Dance at the Community Activity Center from 7pm to 9:30pm, there will be a band,refreshments, and transportation for Grapevine residents. It is for ages 50 and up. -The Senior Center will be changing to a new phone number in order to be on the City network. This will help when we move to a new location. We will provide the new number and change in the newsletter to make people aware. When people call the 817-410-8130 number there will be a prompt letting them know our number has changed and will provide them with the new number to call,we will have this for 6 months. IT is putting together a timeline for the switch and will obtain further information. d. Roy Stewart -The City Council will be meeting tonight; they will be talking about the • Feasibility Study for the CAC/SAC. The CAC needs more space for the . • equipment room, more classrooms,have the SAC apart of the CAC, and a natatorium. Grapevine has land for the plan. Also they are looking into a new Police Station with the Fire administration included. Trent- Pros Consulting will help with the Business and Feasibility Plan. They will be discussing what amenities are needed. This will be done through demographics,population, age, interests, size, aquatics, and the addition of the Senior Center. There will be a Business Plan that they will present to the council including the fees. This will be a Multi-Generation Facility. 6.
