Call to Order The Grapevine Senior Citizens Advisory Board met at 3:35 PM on April 24, 2012 at the Grapevine Senior Activities Center. The following members were present: Dick Guckel, Chairperson Joetta King, Ex-offico, Housing Authority Kay Blanding Tena Burrell, Co-Chairperson Francia Arrigan,Ex-offico, GRACE Carey Miller Paul Ernst Others present: tiv Trent Kelley, Senior Activities Director Megan Atkins, Recreation Specialist: Senior Activities Center Those not present: Vicki Yarnell, GRACE Pam Price Roy Stewart, City Council Member Liaison 2. Welcome Guests Steve Norder, Courier Star-Telegram Marcela Melendez, GRACE 3. Consideration of minutes for February 7, 2012 meeting Approved 4. Citizen Requests Kay Blanding asked if the Senior Center was moving to a new building and if there will be room for the Seniors. (Trent)nothing at the time has been approved yet, though there has been a senior wing that has been submitted. There is no official design at the time. They are looking at a dining hall with a big commercial kitchen that would seat about 180 people; along with a lounge for coffee and games. Also include arts and craft room, community rooms to use for the seniors during the day then the general population at night for multipurpose use. The business plan is including indoor aquatics so we can • have year round water aerobics for the seniors.Also looking to increase fitness room so there can be equipment added that is geared towards the seniors. They want to combine the seniors from the SAC and CAC together and share the space. Waiting for the council to give direction and approval on either moving the SAC to the CAC or not to move,we are prepared either way. 5. New Business a. Joetta King-Housing Authority Cabinets have been replaced in 97 units with only one unit needing new cabinets. Several improvements are being considered for the properties: 1. The most expensive improvements under consideration involve replacing siding, eaves and gutters which are currently vinyl and in poor condition. Consideration is being given to using Hardie Plank. 2. Also,under consideration is increasing loose-fill ceiling insulation to bring it up to R-38 in the 44 buildings (98 apartment units), installing roof-mounted turbine vents at the Star and West Worth sites, and installing ceiling fans in living room and bedrooms of units that do not have them. -The funding is from the emergency reserves,which is allowed for certain number of money for emergencies. They have been very conservative in their spending of the reserves, so they want to spend it before they lose the money. Currently,there is only 1 unit(one bedroom)vacant, and it is almost ready to rent. There are 133 applications for public housing on file. On May 15 from 10am-2pm, applications will only be accepted online for the public housing. -Applications are open because there are only 133 on list,they need more on file. People on file become eliminated when they no longer are interested in an apartment, and they are needing a higher number than 133. -This is an ONLINE application only, and has been advertised. Although the Section 8 program is slated for 83 vouchers,there are not enough funds available for more than 73 vouchers. The Real Estate Assessment Center has published the Grapevine Public Housing assessment score for 2011. It received a score of 97 which designates us as a 'High Performer'. This designation means less reporting and more money to the housing agency. The score is based on four areas of operation(Physical, Financial,Management and Capital Funds). This is the first year that the scoring was under the new Interim Rule where the condition of our housing units played such a very large role in the scoring. b. Francia Arrigan-GRACE -Introduce Client Services Manager-Marcela Melendez • She provides services with the families or any client including: utility, food and clothing. Also meets with case worker to provide for families or client. -The Senior Program has 95 seniors served for food, 111 seniors for food and utilities. -TXU grant for AC window units must have 1) TXU bill 2)replacement for old unit 3) sign waiver which states GRACE is not in charge of installation and delivery. This is open to anybody in the Tarrant County. -Fans are for Grapevine residents -25th Anniversary for GRACE on Thursday the 26th from 330-5pm at Pantry and Clinic Location -Friends of Seniors is going well, still looking for volunteers and recruiting other seniors to help out. c. Trent Kelley- Senior Activities Center -Saturday April 28th Supper Club at 430 going to Empress of China -Rangers Game on Wednesday May 16th -Senior Cookout Thursday May 24th at Vineyards Campground -Saturday May 12th combining with Lewisville and Flower Mound Senior center and hosting a dinner and musical at the GSAC. -Line Dance Classes are being offered on Thursdays at SAC -Water Aerobics registration start on May 1st -Thursday 26`h Senior Golf Classic Bobby is in charge and has about 40 • people signed up, as everyone will get a door prize. -Dick had about 200 for the AARP Tax Aid help -Dick asked if the age limit for SAC would ever be changed to 50 and older -Trent replied with that will be up to the council. -Tena asked about line dancing and newsletter. -Trent replied with it is in the May newsletter and we brought in an instructor. d. Carey Miller -Empowering Seniors will be held first Friday on October 5th -Senior Transportation: -Working on numbers and contact names for next meeting. -Was informed to contact Vicki from GRACE with information. -Still working on request for funding for county. -(Tena)Mentioned to contact Roy Stewart and NETS about information. - (Trent) Grapevine is more involved with the management side of helping for Senior Transportation for county. -Handed out fliers and newsletters for Commissioner Gary Fickes Precinct 3. 6.
