Call to Order The Grapevine Senior Citizens Advisory Board met at 3:30 PM on June 5,2012 at the Grapevine Senior Activities Center. The following members were present: Joetta King, Ex-offico, Housing Authority Kay Blanding Tena Burrell, Co-Chairperson Paul Ernst Pam Price Vicki Yarnell, GRACE Others present: Trent Kelley, CAC/SAC Supervisor Megan Atkins, Recreation Specialist: Senior Activities Center Those not present: Roy Stewart, City Council Member Liaison Dick Guckel, Chairperson Francia Arrigan,Ex-offico, GRACE 2. Welcome Guests Steve Norder, Courier Star-Telegram 3. Consideration of minutes for April 24, 2012 meeting Approved 4. Citizen Requests Kay Blanding mentioned she and Dorothy Kritz were invited to the CVB Grand Opening and it was very nice. 5. New Business a. Tena mentioned on behalf of Carey about the Empowering Seniors will be held first Friday on October 5 111 b. Joetta King-Housing Authority -Wanted to thank the SAC for allowing the Housing Authority to allow people to use the computers for their registration. -510 new names were added to the waiting list for public housing during the four-hour online sign-up period on May 15. Those names joined the 131 others already on the list to move into the units. The 131 names already on the list were not considered enough because those waiting are not always available when an opening occurs. -(Pam)Was the increase of names due to the economy? -Unfortunately there was a problem with the online form in that it did not ask for preferences indicating if the person is a Grapevine resident,receives child support, is a victim of domestic violence or is enrolled in a job-training program. Grapevine residents receive priority over non-residents. It also failed to include a preference for the size unit(efficiency, one or two bedrooms.) Since this was due to a failure in the software provided for online signup process, Happy Software has agreed to pay the postage for sending form letters to all 510 people who completed applications. -Totals for the waiting list included 186 one person households and 324 family applications. Included in this grouping were 44 elderly head of households. 111 Average household size was 2.19 and the average household income was $19,550.54 Totals by race: American Indian/Alaska Native—7 Asian—5 Black/African American—347 Native Hawaiian/Pacific Islander—7 White— 124 Totals by ethnicity: Hispanic—33 Non-Hispanic-403 The current ethnic breakdown of head tenants: Hispanic- 7; Black-3; White—87; Asian-0 Total- 97 (As of May 17, there was one unit vacant.) People thought applying for HUD would increase their chance of getting into Section 8 as Section 8 told them to apply for public housing first. There are 98 housing units, 79 of which are reserved for seniors,veterans and the disabled. The last time the GHA took applications was in 2009. 0 • Various projects are underway as discussed in last month's report to draw down GHA reserve funds to the amount specified as acceptable by HUD ($229,000). The GHA was rated as a High Performer for the 2011 Section 8 Management Assessment Program receiving a score of 100. As you will recall, the GHA was rated a High Performer for the public housing. The GHA Board approved an increase in flat rates by$50. The last time flat rents were raised was 2003. There are currently 51 residents who have selected a flat rate rent with the other residents selecting an income based rent rate. The increased flat rate will come into effect at the time that the tenants' current rent contract expires and a new contract is initiated. Flat rent increase would be: efficiency- $270; one bedroom - $337; two bedroom - $454; and three bedroom - $519. b. Vicki Yarnell-GRACE -Wanted to thank the SAC with the help of transporting a client. -Two fires had occurred, one at Ridgecrest which took two full days to help 12 families out that were involved. Second fire was in a different complex, which there was a client in the apartment below. That apartment had water damage due to the fire being put out from above them. They did have renters insurance but still a lot of damage. The donation station was going crazy due • to the fires. -Clientele had been going slow then picked up and usually obtain 10-12 new clients a week. -GRACE has been receiving calls from North Richland Hills, Keller and Fort Worth residents for help. 211 gives people GRACE's phone number and they try to source out the calls to the nearest location for the residents. -Many clients have been caught in a place where unemployment has not kicked in or has been exhausted and puts them in a tough place. -Received the TXU Grant where there are 100 A/C units, GRACE is starting a book of names for the units. -Wanted to add she will be working out at the Southlake Senior Center one day a month. Will help with their partnership and be more available to them. She will start in June on the third Thursday of every month. c. Trent Kelley-SAC -Had the cookout at the Vineyards, where 112 seniors signed up. There was Kona-Ice, hamburgers,hotdogs and tours of the campgrounds. -Tena and Financial State Planning(Senior Service Alliance Group), and Attorney,Foust, and a Medicare expert coming out to the center Thursday the 7th. c,. -Dinner and a Show-SAC was a host to 20 Flower Mound and 20 Lewisville seniors along with 20 SAC seniors. The dinner was held at SAC and show at the Palace. -Senior Jamboree is September 28 in Hurst. In 2013 the SAC will be the host. We will take 2 buses like last time. -Hot breakfast is Wednesday,June 13 -Go Go Girls trip is to the new CVB building with a Watercolor Exhibit and lunch at Amore's. -Father's Day celebration at the SAC is on Friday, June 15. Will have blackjack and poker tables along with refreshments and Cassie's Frozen Yogurt. -Supper Club is on Saturday, June 23 at Cracker Barrel. -The FOPS trip a tour of the Belt Line and lunch at Duke's Roadhouse on June 28. -Kay Blanding was recognized as an Outstanding Older American. -Water Aerobics has started and goes until August 16 every Tuesday and Thursday at 8am at Dove Pool. -(Pam) Culture Club? -Started a new season and it is $10 to join for the year, as there are various cultural events to participate in. d. Paul Ernst -AARP Driver Safety Classes: For July and August there is a special for the • school system,which is $5. Class will be held at SAC on July 18.
