AGREEMENT FOR ACCESS TO AGENCY TRAFFIC SIGNAL DATA RECOMMENDATION: City Council approve authorizing the City Manager to execute an agreement with Traffic Technology Services (TTS), Inc. for access to agency traffic signal data. BACKGROUND: The automotive and intelligent transportation system industries have been developing various technologies that allow vehicles to communicate with infrastructure (V21) as well as allowing vehicles to communicate with other vehicles (V2V). Both of these technologies will aid in the development of automated vehicles and subsequent improvements in safety, traffic flow, and energy efficiency of vehicles. The North Central Texas Council of Governments (NCTCOG) recently started an automated vehicle program. Staff has been working with NCTCOG to examine technologies that can help lead to automated vehicles. One of the first opportunities for public agencies to participate in the V21 (Vehicle to Infrastructure) arena is through traffic signal data sharing. This type of data sharing is just beginning. By approving this agreement, Grapevine will be part of helping this technology grow by being one of the first agencies in the DFW area to share traffic signal data. The City of Frisco and the Town of Flower Mound have already approved this agreement and the Cities of Dallas, Richardson, and Plano are considering approval of the agreement. The traffic signal data will be shared with TTS using our ATMS.now traffic signal software platform and transmitted to vehicles equipped with in vehicle information systems. Use of this technology is just one approach Grapevine will take to sustain a reliable transportation system in the future. There is no cost to Grapevine to provide this data since the vendor, TTS, is responsible for the software acquisition and installation. The system requires the installation of a software module that enhances the current ATMS.now traffic signal software system already used by Grapevine. 4 Staff recommends approval. 4
