SUBJECT: APPROVAL FOR THE AWARD OF MULTIPLE ANNUAL
CONTRACTS FOR RFB 454-2017 FOR TREE MAINTENANCE
SERVICES
RECOMMENDATION:
City Council to consider approval for the award of RFB 454-2017 as a multiple award
contract to Arbor Masters Tree Service as the primary vendor and Smith Lawn and Tree
as the secondary vendor for tree maintenance services.
FUNDING SOURCE:
Funding for this purchase is limited to the budgeted amount by each department in an
estimated annual amount of $350,000.00.
BACKGROUND:
The purpose of this contract is to establish fixed hourly rates for a variety of tree
maintenance services on an as-needed basis.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star-Telegram on June 8 and 15, 2017. RFB 454-2017 was issued
through the City eBid system with 667 invitations sent out through the eBid procurement
system. Four bids were received. The contracts will be for an initial one-year period with
four, one-year optional renewals. The bid was opened electronically and publicly on
July 6, 2017 at 2 pm.
Based on the evaluation of the bid by the Parks and Recreation Department and
Purchasing, it was determined that the award be made to Arbor Masters Tree Service as
the primary vendor and Smith Lawn and Tree as the secondary vendor to assure
availability if the primary vendor is unable to respond. The vendors submitted the lowest
responsive and responsible bids meeting specifications for all line items.
Staff recommends approval.
