SUBJECT: APPROVAL FOR THE AWARD OF MULTIPLE ANNUAL
CONTRACTS FOR RFQ 451-2017 EQUIPMENT RENTAL
SERVICES
RECOMMENDATION:
City Council to consider approval for the award of RFQ 451-2017 as a multiple award
annual contract to Fox Rental and RDO Equipment for equipment rental services.
FUNDING SOURCE:
Funding for this purchase is limited to the budgeted amount by each department in an
estimated annual amount of $30,000.00.
BACKGROUND:
The purpose of this contract is to establish fixed annual pricing for various types of
heavy equipment rental services to be used primarily by the Public Works Department
on an as-needed basis.
Bids were taken in accordance with the City Purchasing Policy. Formal bids and
advertisements are not required for purchases under $50,000.00. RFQ 451-2017 was
issued through the City eBid system with 625 invitations being sent out through the eBid
procurement system. 22 vendors viewed and downloaded the RFQ and 6 bids were
received. The contracts will be for an initial one-year period with four one-year optional
renewals.
Based on the evaluation of the bid by Public Works Department and Purchasing, it was
determined that the award be made to Fox Rental and RDO Equipment to assure
availability if one vendor is unable to respond. The vendors submitted the lowest
responsive and responsible bids meeting specifications. Since these vendors provided
the lowest pricing for the majority of the items, it was determined that the bids would
provide the best service and pricing for meeting the needs of the City.
Staff recommends approval.
