Tate Mayor Darlene Freed Mayor Pro Tem Sharron Spencer Council Member Mike Lease Council Member Chris Coy Council Member Duff O'Dell Council Member Paul Slechta Council Member constituting a quorum, with the following members of the City Staff: Bruno Rumbelow City Manager Jennifer Hibbs Assistant City Manager John F. Boyle, Jr. City Attorney Tara Brooks City Secretary CALL TO ORDER Mayor Tate called the meeting to order at 6:30 p.m. Item 1 . City Council to hear presentations from staff regarding the proposed bond protects. City Manager Bruno Rumbelow introduced staff who presented each of the proposed bond projects. Chief Financial Officer Greg Jordan noted there were eight proposed projects totaling $44,128,946. The City has the debt capacity for this amount and none of the projects will require a tax increase. Police Chief Eddie Salame presented the proposed Animal Shelter upgrade and answered Council's questions. The upgrade and expansion follows the recommendations of the needs assessment completed by Shelter Planners of America. The Animal Shelter upgrade and expansion will cost $3,858,507. Fire Chief Darrell Brown presented the proposed construction of Fire House No. 2 at the corner of Dove Road and Kimball Avenue for an estimated cost of $7,988,767 and the construction of Fire House No. 3 on Timberline Drive for an estimated cost of$7,929,971 . Golf Director Russell Pulley presented the plans for a multi-use facility at the Grapevine Municipal Golf Course to include replacing the Clubhouse and Concourse, building a new banquet hall, meeting space and restaurant for an estimated cost of $4,755,206. The proposed renovations follow the recommendation of the needs assessment done by SVic Jones and Associates Clubhouse Architects and Interiors. Public Works Director Bryan Beck presented the proposed expansion of Euless Grapevine Road from State Highway 360 to Hughes Road for an estimated cost of $1 ,177,760, the expansion of Heritage Avenue from Mustang Road to State Highway 26 for an estimated cost of $5,309,470, and the raising of Dove Road for an estimated cost of$5,000,000. Director Beck then presented the proposed Heritage Avenue bridge project which would connect Parr Lane to Heritage Avenue at an estimated cost of$8,109,265. Chief Brown discussed the reductions in emergency response times that would could be expected with the construction of this connection and answered questions from Council. Item 2. City Council to conduct a public hearing relative to the staff proposed bond protects. Mayor Tate discussed the guidelines for the public hearing and invited those that represented at least twenty other residents to go first. B.J. Wilson, 10 Echo Cove, Grapevine spoke in favor of placing the Heritage Avenue bridge project on the ballot. City Manager Rumbelow introduced Matt Weatherly from Public Sector Compensation Consultants who described the methodology of the compensation study and answered Council's questions. The compensation study recommends a 3% market adjustment and 2% merit increase, with a passing evaluation, for all civilian employees and a 3% market adjustment and 3% or 5% step increase, with a passing evaluation, for Police and Fire employees. Consider Resolution No. 2017-063 declaring an emergency and ratifying the City Staff's contracting with Brinkley and Barfield, Inc., Wright Construction Company, and HVJ Associates Geotechnical Services for an emergency aerial crossing at Big Bear Creek, Ordinance No. 2017-042 appropriating funds from the Utility Fund Balance and take any necessary action. Public Works Director Bryan Beck presented this item and answered Council's questions. On June 19, 2017 staff discovered the aerial sanitary sewer crossing over Big Bear Creek, north of Western Oaks Drive, had been washed away during an intense rain event. It was vital that staff immediately contract for the planning and design process for the repair of the aerial crossing and re-establish this gravity main. Resolution No. 2017-063 ratifies the contracts with Brinkley and Barfield, Inc., Wright Construction Company and HVJ Associates Geotechnical Services and Ordinance No. 2017-042 appropriates $150,000 for the planning and completion of the repairs. Public Works Director Beck recommended approval of the developer cost participation contract with VPG Investments, LTD for an amount of $25,584.71 . The development of the Kelly Addition provides the City with the opportunity to eliminate four dead end water lines along Wildwood Drive and Cory Street. Consider approving an amendment to the interlocal assistance agreement for the Grapevine Lake Accounting Plan with the City of Dallas and Dallas County Park Cities Municipal Utility District. Public Works Director Beck recommended approval of the interlocal assistance agreement for the Grapevine Lake Accounting Plan. In 2003, the original agreement was developed to monitor usage of each of the three rights holders, The City of Grapevine, The City of Dallas and Dallas County Park Cities Municipal Utility District, on the lake relative to their respective volume rights. The City of Grapevine contracts for the accounting services and bills each of the three rights holders 1/3 of the monthly costs which currently averages $174.00 per month per rights holder. The proposed amendment to the agreement changes the two-year renewal periods to ten year renewal periods. Public Works Director Beck recommended approval of Ordinance No. 2017-044 to amend the Grapevine Code of Ordinances relative to speed limits in school zones. Grapevine Colleyville Independent School District has adjusted their schedule of the 2017-2018 school year. In the morning the new school zone hours will begin thirty minutes before the beginning of school and end fifteen minutes after school starts. In the afternoon, the school zone hours will begin fifteen minutes before the dismissal of school for the day and will end thirty minutes after the dismissal of school. One of the first opportunities for public agencies to participate in the V21 (Vehicle to Infrastructure) arena is through traffic signal data sharing.
