SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
COPIERS
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of copiers for the Police
Department from Konica Minolta through an interlocal agreement with the State of Texas
Department of Information Resources (DIR).
FUNDING SOURCE:
Funds for this purchase are available in account 114-48860-120-1 (Machinery, Equipment,
Implements) for an amount not to exceed $16,992.34.
BACKGROUND:
This purchase is to replace two existing copiers at the Police Department. One of the
copiers is over seven years old and the other is nine years old. The shelf life on these
copiers is typically around five years. Repair costs for these copiers are quickly exceeding
the cost of new machines.
This purchase will be made in accordance with an existing interlocal agreement with the
State of Texas Department of Information Resources (DIR) as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to Konica Minolta. The
Police Department staff and Purchasing reviewed the contract for departmental
specification compliance and pricing and determined that the contract would provide the
best product and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO. 2017-072
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
COPIERS FOR THE POLICE DEPARTMENT THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an interlocal agreement with
other qualified agencies in the State of Texas; and
WHEREAS, the State of Texas Department of Information Resources (DIR) is a
qualified purchasing cooperative program as authorized by Texas Local Government
Code, Chapter 271 and Texas Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established an interlocal agreement
with the DIR and wishes to utilize established contracts meeting all State of Texas bidding
requirements; and
WHEREAS, the DIR has established a contract with Konica Minolta under contract
number DIR-TSO-3082 for Products and Related Services; and
WHEREAS, the City of Grapevine, Texas has a need to replace two copiers in the
Police department; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of two copiers for the Police department from Konica Minolta through an
interlocal agreement with DIR for an amount not to exceed $16,992.34.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of copiers for the Police Department.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 15th day of August, 2017.
