HomeMy WebLinkAboutItem 15 - Treatment Plant Electrical Improvements MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�� MEETING DATE: AUGUST 15, 2017 SUBJECT: AWARD OF CONSTRUCTION CONTRACT — WASTEWATER TREATMENT PLANT ELECTRICAL IMPROVEMENTS PROJECT AND ADOPT APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider awarding the construction contract for the Wastewater Treatment Plant Electrical Improvements Project to Dal-Ec Construction Ltd., appropriate funding by ordinance in an amount not to exceed $555,000.00, authorize the City Manager or his designee to execute said contract and take any necessary action. FUNDING SOURCE: Funds will be available in account#201-48940-415-0-1654 upon adoption of the attached appropriation ordinance. BACKGROUND: On December 15, 2015, City Council awarded an engineering design services contract to Gupta & Associates, Inc. for design of electrical improvements and repairs to the Wastewater Treatment Plant. The scope of this design contract included replacement of the Train 1 Motor Control Center (MCC), Train 2 generator quick connect and transfer switch for power outages and Train 3 MCC emergency generator switching rewiring. On August 16, 2016, City Council awarded a design contract amendment addressing additional improvements to Train 2 including structural design of a concrete pad for various cabinets and a trailer mounted generator, as well as a structural canopy over the switch gear. Design work has been completed and bids for construction were opened on July 20, 2017 with two bids received as follows: Dal-Ec Construction Ltd. $555,000.00 Tommy Electric, LLC $814,000.00 Gupta &Associates, Inc. Consulting Engineers has reviewed the bids and references and has recommended that the City award the contract to Dal-Ec Construction Ltd. The contract schedule for the project establishes a construction time of 300 calendar days. Staff recommends approval. JDR/dw ORDINANCE NO. 207-050 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROPRIATING $555,000.00 FROM THE SERIES 2015 UTILITY BOND SALE PROCEEDS, DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas desires to appropriate funds for Wastewater Treatment Plant Electrical improvements; and WHEREAS, funding of$555,000.00 is available from the 2015 Utility Bond Sale in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Utility Enterprise Capital Fund. Section 3. That the City Council hereby appropriates the funding. Section 4. That the City Council hereby authorizes an amount of $555,000.00 to be appropriated in the Utility Enterprise Capital Fund from available funds. Section 5. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
