HomeMy WebLinkAboutP&Z Item 12 - Minutes PLANNING & ZONING COMMISSION JULY 18, 2017 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 18th day of July 2017 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present-to-wit: Larry Oliver Chairman B J Wilson Vice-Chairman Monica Hotelling Member Gary Martin Member Dennis Luers Member Theresa Mason Alternate Robert Rainwater Alternate constituting a quorum with Jimmy Fechter and Beth Tiggelaar absent and the following City Staff: Scott Williams Development Services Director Ron Stombaugh Development Services Assistant Director John Robertson Engineering Manager Albert Triplett, Jr. Planner II Susan Batte Planning Technician CALL TO ORDER Chairman Oliver called the meeting to order at 7:00 p.m. BRIEFING SESSION ITEM 1 . Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU 17-13 WAFFLE HOUSE CU17-14 NETVET2 CU17-15 NAPOLI'S Chairman Oliver closed the Briefing Session at 7:24 p.m. 071817 1 PLANNING & ZONING COMMISSION JULY 18, 2017 JOINT PUBLIC HEARINGS Mayor Tate called the meeting to order at 7:32 p.m. in the City Council Chambers. Items 3-7 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING AND ZONING COMMISSION REGULAR SESSION CALL TO ORDER Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 8:32 p.m. ITEM 8. CONDITIONAL USE APPLICATION CU 17-13, WAFFLE HOUSE First for the Commission to consider and make recommendation to City Council was conditional use application CU17-13 for property located at 2805 Bass Pro Drive and platted as Lot 1 B, Block 1 , Bethel Center. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU 15-33 (Ord. 2015-47) for a planned commercial center specifically to allow for a 20-foot pole sign in conjunction with a restaurant. The applicant intended to develop the northwest corner of the intersection of Bass Pro Drive and Enchanted Way with a 1 ,635 square foot Waffle House restaurant. The restaurant will provide seating for 38 patrons. Total required parking for the proposed use is 17 parking spaces; 33 parking spaces are provided. One pole sign, 50-square feet in area and 20 feet in height is proposed along Bass Pro Drive. No drive through service, outdoor dining or outdoor speakers were proposed. In the Commission's deliberation session, Dennis Luers moved to approve conditional use application CU17-13. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Luers, Mason and Rainwater Nays: None ITEM 9. CONDITIONAL USE APPLICATION CU17-14, NETVET2 Next for the Commission to consider and make recommendation to City Council was conditional use application CU17-14 submitted by Homeyer Engineering for property located at 2700 West State Highway 114 and platted as Lot 3R, Block 2R, Westgate Plaza. The applicant was requesting a conditional use permit to amend the previously 071817 2 PLANNING & ZONING COMMISSION JULY 18, 2017 approved site plan of CU12-39 (Ord. 2012-56) for a planned commercial center, specifically to allow for the development of a veterinary office building. In the Commission's deliberation session, Theresa Mason moved to approve conditional use application CU17-14. Gary Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Luers, Mason and Rainwater Nays: None ITEM 10. CONDITIONAL USE APPLICATION CU 17-15, NAPOLI'S ITALIAN CAFE Next for the Commission to consider and make recommendation to City Council was conditional use application CU17-15 for property located at 305, 309, 311 South Main Street and platted as Lots 12 and 13 Block 19, and Lots 1 , 2 and south half of 3, Block 20, City of Grapevine Addition. The applicant was requesting a conditional use permit to amend and expand the previously approved site of CU10-15 (Ord. 2010-34) as follows: for the property addressed as 311 South Main Street the applicant intends to revise the former confectionary space to allow for general restaurant seating and alcohol beverage consumption (beer, wine, and mixed beverages). For the property addressed as 309 South Main Street the applicant intends to add a second floor addition above the existing dining area to allow for outdoor dining, indoor banquet space, alcohol beverage consumption (beer, wine and mixed beverages) and outdoor speakers. For the property addressed as 305 South Main Street, the applicant intends to expand the restaurant to the north into the current existing parking area to create a two story building with retail, outdoor dining (ground floor only), outdoor speakers, alcohol beverage consumption (beer, wine and mixed beverages) and second floor retail. In the Commission's deliberation session discussion was held regarding parking and overbuild of the property. Monica Hotelling moved to deny conditional use application CU 17-15. Gary Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Luers, Mason and Rainwater Nays: None ITEM 11 . FINAL PLAT APPLICATION LOTS 1 R & 2, BLOCK 1 , BOWLES ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1 R & 2, Block 1 , Bowles Addition. The applicant was final platting 2.454 acres for two residential structures. In the Commission's regular session Dennis Luers moved to approve the Statement of Findings and Final Plat Application of Lots 1R & 2, Block 1 , Bowles. B J Wilson seconded the motion, which prevailed by the following vote: 071817 3 PLANNING & ZONING COMMISSION JULY 18, 2017 Ayes: Oliver, Wilson, Hotelling, Martin, Luers, Mason and Rainwater Nays: None ITEM 12. FINAL PLAT APPLICATION LOTS 1A & 113, BLOCK 1 , MCLELLAN ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lots 1A & 1 B, Block 1 , McLellan Addition. The applicant was final platting 1 acre for two residential structures. In the Commission's regular session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lots 1A & 113, Block 1 , McLellan Addition. Theresa Mason seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Martin, Luers, Mason and Rainwater Nays: None ITEM 15. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the June 20, 2017, Planning and Zoning Meeting. Monica Hotelling moved to approve the May 16, 2017 minutes.
