With the following city staff present: Matthew Boyle City Attorney, City of Grapevine David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the meeting to order at 6 p.m. He welcomed all and thanked the Grapevine Colleyville Independent School District recognizing Commissioner Margaret Telford for her service of 25 years. He stated he had the privilege of learning from Mrs. Telford; he thanked all educators CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. August 23, 2017 HPC\Minutes\2017 1 HPC 08.23.17 WORK SESSION Staff Approved Certificates of Appropriateness as follows: #CA17-79 for property located at 603 South Main Street, Suite #303; #CA17-82 for property located at 613 East Wall Street; #CA17-86 for property located at 603 South Main Street, Suite #303; #CA17-87 for property located at 301 East Texas Street. PUBLIC HEARING Chairman Shope opened the Public Hearing for#CA17-83 for the property located at 1285 West Wall Street, legally described as Block A, Lot 3R-2, Shamrock Ventures Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA17-83 was submitted on July 26, 2017 by the applicant, Josh Archer of M. J. Wright & Associates, Inc., for construction of a new one story house and a detached garage and a storage area on the landmarked vacant lot once part of the H. H. Yancy Farmstead. The proposed plans for the new house and garage were developed by Josh Archer following the 2013-23 Preservation Ordinance and the Design Guidelines established for the Yancy Farmstead property. The proposed house contains 3,400 square feet of climate controlled living area including a living and dining area, kitchen, study, three bedrooms, two and one half bathrooms; and a detached garage, proposed to be combined with the storage building for a total of 696 square feet. The total living area of the house is at the 3,400 maximum square feet. The covered front porch of 352 square feet, covered terraces of 484 square feet and the 124 square feet breezeway connecting to the garage are not in the climate controlled living area maximum square feet. A variance of 196 square feet was requested to allow the 200 square feet storage building to be combined with the detached garage of 500 square feet. The proposed garage would be 696 square feet. The property lot size is 26,575.96 square feet; the building coverage would be 19% (40% maximum). The proposed garage would not appear large due to the size of the lot. Combining 1) the large lot size; 2) the adjoining apartment complex; and 3) the site's location outside the boundary of the Historic Township, the Historic Preservation Officer, Building Official and Director of the Convention & Visitors Bureau recommend approval of a variance to allow for the proposed 696 square feet garage. Total building size of house, garage and storage combined would be 4,095 square feet, within the ordinance maximum coverage of 4,100 square feet; and a building height of 18'-3". August 23, 2017 HPC\Minutes\2017 2 HPC 08.23.17 RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA17-83 for the property located at 1285 West Wall Street, legally described as Block A, Lot 3R-2, Shamrock Ventures Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Construction of a new one story ranch style house with a detached two-car garage, as per the attached plans; with the conditions a variance be granted to combine the garage and storage building areas into one 696 square feet garage structure; the brick wainscoting shown on the exterior of the house and garage plans be removed and replaced with siding; and all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. A letter of approval from Mary Braun, 308 Springbrook Court, Grapevine, was read into the minutes. Chairman Shope called for the applicant to come forward to address the Commission. Kosse Maykus, of Maykus Custom Homes, came forward to share his research of the neighboring homes with brick; he explained the owner was concerned maintenance would be required without a brick water table (wainscoting). Staff and Commissioner Cox explained the properties Mr. Maykus referenced were not landmarked and were part of an area of brick homes. The proposed house would face out on a street running to and through the historic district and next to the Historic Yancy Farmhouse and vineyard. These properties are landmarked as is the property being reviewed. Applicant Marlene Drake stated she lived in Grapevine for 21 years and had moved away, she now wanted to move back to Grapevine and be near family. In her previous Grapevine home she had problems with maintaining the wood siding. Commissioner Voelker asked Mr. Maykus what type of siding would be used, Mr. Maykus replied it would be Hardie board. Commissioner Telford asked Mr. Maykus about having French drains to eliminate the water; Mr. Maykus replied the grading should direct the water away from the home. Ashley Anderson made the motion to close the public hearing for #CA17-83; Margaret Telford seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson Cox, Telford, Voelker, Ware and Gilliland) Nays: 0 Absent: (None) Commissioner Anderson said she was very glad Mrs. Drake was moving back to Grapevine, her concern was the proposed house plans blending in with the neighborhood. Commissioner Anderson said she had Hardie board and it was good, the Commission has to respect the time period; other than that, beautiful (plans). August 23, 2017 HPC\Minutes\2017 3 HPC 08.23.17 Commissioner Telford agreed with her, saying it would be viewed with the Yancy Farmhouse. Commissioner Cox stated he was in agreement saying he had built in the Township; and near this area was the new Ratcliff Chiropractic building designed appropriate for the period. Commissioner Ware said the three to four feet high brick wainscoting came after World War II on six thousand dollar homes; the Commission's concerns were justified. Commissioner Voelker asked about the garage variance, he interpreted the guidelines to say a house, a detached garage and an outbuilding. Commissioner Anderson said with this lot size the variance worked. Margaret Telford made the motion to approve #CA17-83 with the conditions 1) the variance for the garage be approved; 2) the brick wainscoting be deleted from the plans; 3) no third building would be built on the property; and all other conditions as presented; Ted Ware seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson, Cox, Telford, Voelker, Ware and Gilliland) Nays: 0 Absent: (None) ....................
