Home My WebLink About2011-11-16 Regular Meeting HPC 11.16.11 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas, met in Public Hearing for a Workshop on Wednesday, November 16, 2011, at 6:00 p.m. in the Wallis Hotel Boardroom, One Liberty Park Plaza, Grapevine, Texas, with the following members present to wit: Burl Gilliam Chairman R. Lee Derr Vice-Chairman Justin Powers Commissioner Sean Shope Commissioner Margaret Telford Commissioner Ted Ware Commissioner Monica Hotelling P&Z Liaison Shane Wilbanks Council Liaison Constituting a quorum with the following Commissioner(s) Ashley Anderson and Planning and Zoning Liaison Monica Hotelling absent; and with the following city staff present: David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Burl Gilliam called the Public Hearing to order at 6:00 p.m. WORK SESSION David Klempin passed around the most recent staff approved Certificates of Appropriateness for the Commission to Review. A. Approved Certificates of Appropriateness as follows: #CA11-56 for property located at 909 South Main Street, Suite 110 #CA11-62 for property located at 651 South Main Street; #CA11-63 for property located at 714 West College Street; November 16, 2011 O:HPC\Minutes\2011 1 HPC 11.16.11 WORKSHOP Chairman Gilliam opened the workshop to update the Design Guidelines for more climate resistant and energy efficient materials that would follow the period code appropriate for the Historic Township District and Historic Main Street. Chairman Gilliam called on David Klempin to lead the discussion of new materials. 1. Use of Metal Clad Wood Windows David reported on metal clad windows for their weather resistance and overall durability. He cited the Marvin wood windows in the Wallis Hotel boardroom and their being only 20 years old and requiring extensive glazing and repair. The group will study wood windows compared with metal clad windows for energy efficiency and durability. Vinyl windows were not introduced until 1979, they are not considered for use in the Township or any landmarked properties. 2. Use of James Hardie Products for Siding and Trim James Hardie board is a fiber cement product; this technology has shown excellent performance since its introduction in 2002 and is coded as a masonry rating for fire insurance. The James Hardie siding creates deep shadow lines, corners can be mitered to create classic design and tongue and groove joints provide low profile seam. 3. Use of Composite Exterior Doors Fiberglass with wood grain is not recognized appropriate at this time but will be considered in the Design Guideline study. 4. Use of Composite Roof Shingles David reported no one had put wood shingles on in the eight years of his service here. The study will include polycarbonate shingles to use if wood or slate shingles were needed for new construction. Shane Wilbanks commented having the Guidelines updated would be a definite help for making decisions and property owners would know what was available without having to go before the commission. Ted Ware agreed with the study of new, more durable products as there was no use in building in problems and he approved of a new product that would resemble wood. Sean asked about windows, Lee Derr said anything viewed from the street must be metal clad and advised Marvin's fiberglass Oak Trek. Sean and Lee agreed November 16, 2011 O:HPC\Minutes\2011 2 HPC 11.16.11 on durability of metal clad, Ted added he hated to see anyone pay for product that would deteriorate in a few years. 5. Discussion for the Use of Stock Plans for Infill David brought tear sheets showing Taylor Made's designs for Period homes. He passed the Folk-Victorian, Craftsman-Style Bungalow, Two Story Craftsman and Cameron artist's renderings around for all to examine. 6. Demolished Grapevine Period homes that were Demolished for Reconstruction Plans could be offered to replicate the grand homes that were lost to demolition. The Mayor had suggested the Wiiliamson House, also the Willis House with a porch wrapping around all four sides would be an excellent candidate, and the Starr home could be reconstructed and adjusted for office space. CONCENSUS It was recommended to have a list of five (5) house plans that would be standard when asked what was appropriate if infill homes. Lee Derr stated he liked the idea of rebuilding previous homes but would prefer to use someone local rather than the Taylor Made Stock Plans. Margaret Telford said she liked the idea of rebuilding the "lost" homes. David spoke of the example now in progress of Eric and Cindy Eicher taking back to the original grand home that had deteriorated to a rooming house. The Commissioners agreed with the Commuter Rail coming, Grapevine will see a more specific type of resident wanting to be part of Historic Preservation. They also included empty nesters have shown interest in the Township, building only 1600 square feet but of very high quality and style. Adjournment Chairman Gilliam called for a motion to adjourn.
