HomeMy WebLinkAboutItem 16 - Water and Wastewater Analysis MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL Z FROM: BRUNO RUMBELOW, CITY MANAGER 0 MEETING DATE: SEPTEMBER 5, 2017 SUBJECT: APPROVAL OF A RESOLUTION FOR THE SOLE SOURCE PURCHASE FOR WATER AND WASTEWATER ANALYSIS SERVICES RECOMMENDATION: City Council to consider approval of a resolution for a sole source purchase for water and wastewater analysis services for the Public Works Department from the Trinity River Authority of Texas. FUNDING SOURCE: Funding for this purchase is available in account 200-44540-530-2 (Professional Services Water Treatment)and 200-44540-531-2 (Professional Services Wastewater Treatment) in the amount not to exceed $25,000.00. BACKGROUND: The contract is for October 1, 2017 to September 30, 2018. TRA provides a variety of lab testing for the City. The City sends samples to TRA from the water and wastewater plants for testing to assure the City is meeting EPA and TCEQ requirements. The City is able to conduct laboratory testing at the treatment plants, but the EPA and TCEQ testing needs to be conducted by a certified laboratory. This contract has been in place for multiple years, but with rising costs have now exceeded staff's contracting authority of$15,000.00 and require Council approval. This request is for a one year contract for water and wastewater analysis services as a sole source purchase from Trinity River Authority of Texas in accordance with Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (2). Staff recommends approval. LG/BS RESOLUTION NO. 2017-073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE FOR A SOLE SOURCE PURCHASE OF WATER AND WASTEWATER ANALYSIS SERVICES AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(2) to purchase water and wastewater analysis services for Public Works on a sole source basis; and WHEREAS, The Public Works department has an annual need to do water and wastewater analysis; and WHEREAS, Trinity River Authority of Texas is the exclusive agency for water and wastewater analysis; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the sole source purchase of water and wastewater analysis services from Trinity River Authority of Texas for an amount not to exceed $25,000.00. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said water and wastewater analysis. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of September, 2017.
